Landfill 2018 Expansion Project <br /> • Tidewater Crossing,located west of Highway 99 and north of French Camp <br /> Road, an 878-acre residential development with 2,365 dwelling units. This <br /> project has not yet been constructed so is part of the cumulative development <br /> scenario. <br /> The Mariposa Lakes project, a 3,810-acre residential project with 10,514 dwelling units, ' <br /> located southeast of Stockton city limits,was approved by the City of Stockton,but the <br /> project site has not been annexed to the City. It is considered unlikely that this project <br /> would be constructed before the anticipated closure date of the proposed Forward <br /> Landfill expansion project.' Therefore,this project is not included in the <br /> previously approved projects evaluated in this EIR. It is,however,included in the 2035 <br /> cumulative development scenario. ' <br /> The cumulative effects of the project together with other existing,approved, and likely <br /> development have been considered and discussed in detail in each of the various <br /> analyses of Chapter IV. In summary,the following significant and unavoidable <br /> cumulative impacts were identified: <br /> • Eight study intersections are projected to operate at unacceptable conditions in ' <br /> the 2035 condition without any improvements. However, a large number of <br /> roadway and signalization improvements are required as mitigation or otherwise <br /> included in the other approved projects.These are summarized in the 2018 TIA. <br /> Implementation of these improvements would reduce the significantly impacted <br /> intersections to the following: <br /> o SR 99 SB On-off Ramps&E. French Camp Rd., (AM and PM peak hours) r <br /> o SR 99 Urban Interchange&Arch Rd. (AM and PM peak hours) <br /> o SR 99 SB On-off Ramps &Mariposa Rd. (AM and PM peak hours) <br /> o SR 99 NB On-off Ramps&Mariposa Rd. (PM peak hour) <br /> The project also would contribute to a cumulatively significant impact at the <br /> Arch Road and Austin Road intersection, however mitigation measures <br /> identified in this EIR would reduce that impact to a less-than-significant level. <br /> No mitigation measures are available that would reduce the impacts at these <br /> intersections to a less than significant level. In the worst case,the 2018 expansion <br /> project's contributions to cumulative impacts at these four intersections, as <br /> defined by County policy,would be considerable, and would be a significant <br /> unavoidable impact. <br /> • The cumulative noise analysis found that the near-term and 2036(based on 2035 ' <br /> traffic models)noise level increases attributed to increased traffic from other <br /> planned development and the increased project truck traffic would exceed the <br /> significance criteria at many of the roadway segments(see Table IV.0-4 columns <br /> 1 Mike McDowell,Planning Manager,Planning&Engineering Division,Community <br /> Development Department,City of Stockton,email to Pang Ho,PHA Transportation Consultants, <br /> 10 April 2018. <br />
