Draft Supplemental Environmental Impact Report Page VIII-21 <br /> Forward Inc.Landfill 2018 Expansion Project <br /> C. Responses to California Department of Resources Recycling and Recovery Letter <br /> C-1. As stated on page III-35 of the DSEIR,maximum elevation of the proposed <br /> additional development areas would be approximately 190 feet above mean sea level. <br /> This would be below the currently permitted maximum elevation of 210 feet above <br /> mean sea level. <br /> C-2. The location of the current composting operation at Forward landfill is permitted <br /> for waste disposal. When landfilling operations extend to the compost operations area, <br /> Forward may relocate the compost operations to another location onsite,pursue an off- <br /> site location for composting, or discontinue composting, depending on market <br /> conditions at the time. Although Forward has not yet decided on the future of the <br /> facility,the most likely location for on-site composting is anticipated to be the north <br /> borrow area. <br /> If composting were discontinued, no permits or CEQA review would be required. <br /> If the compost facility were relocated elsewhere within the existing Forward Landfill, <br /> such as the north borrow area, the existing compost facility's Solid Waste Facilities <br /> Permit(SWFP)from the San Joaquin County Environmental Health Department <br /> (SJEHD)and California Department of Resources Recycling and Recovery (CalRecycle), <br /> and Waiver of Waste Discharge Requirements (WDRs)for Composting from the Central <br /> Valley Regional Water Quality Control Board, would remain applicable, although both <br /> would need to be revised to incorporate the relocated facility. The Joint Technical <br /> Document UTD) also would need to be revised to incorporate the relocated facility. <br /> Finally, separate CEQA review may be required. <br /> If Forward relocates the composting facility offsite, it would be subject to separate <br /> CEQA review, and new permits as required. <br /> C-3. Comment noted. The Department will be notified of any proposed future changes <br /> in the facility, and the applicant will be required to submit the applicable application <br /> packages for any required new or revised permits. <br />
