Draft Supplemental Environmental Impact Report Page VIII-91 <br /> Forward Inc.Landfill 2018 Expansion Project <br /> 2. The revised project only adds 15.0 percent of the increased landfill disposal <br /> capacity of the prior project; <br /> 3. The revised project involves a similar alignment(3,000 feet in the current project <br /> versus 3,000 feet in the former project)of the South Fork of South Littlejohns <br /> Creek. <br /> Therefore, the revised project is substantially smaller in all important respects than the <br /> ' former project analyzed in the EIR certified by the Board of Supervisors. Based on this <br /> comparison, as well as the impact analyses in this Supplemental EIR, the revised project <br /> will not result in changes in the former project that will result in new significant <br /> environmental effects or a substantial increase in the severity of previously identified <br /> significant effects. Further,no changed circumstances have occurred that would require <br /> major revisions of the previous EIR due to the occurrence of new significant <br /> environmental effects or a substantial increase in the severity of previously identified <br /> significant effects. <br /> The document is organized in a manner such there is no need for the reader to go back <br /> and review the FEIR for the major impact topics. Each of the sections in this SEIR are <br /> independent of,and supersede their predecessors in the FEIR. Similarly, the topics not <br /> addressed in detail in this SEIR are fully addressed in the FEIR. Both documents have <br /> been made available for ready review by the County. In addition,the County provided <br /> an extended 58-day review period rather than the statutorily required a 45-day period. <br /> The EIR for the former project is available on the County of San Joaquin website at: <br /> http://www.sjgov.org/commdev/cgi-bin/cdyn.exe?grp=planning&htm=default. In <br /> addition, for ease of reference and implementation, the Mitigation Monitoring and <br /> Reporting Program in this Final SEIR includes all applicable mitigation measures, <br /> including those carried over from the FEIR. <br /> Therefore, this Supplemental EIR concludes that a Subsequent EIR is not required for <br /> this revised and much smaller"in fill" landfill expansion project, and that a <br /> Supplemental EIR is authorized pursuant to the CEQA Guideline s cited in this <br /> comment. <br /> L-3. Comment noted. Specific concerns with the Project Description identified by the <br /> comment are addressed below. <br /> L-4. The comment claims that the project objectives are impermissibly narrow and <br /> exclude consideration of alternate sites for the project. The Alternatives discussion on p. <br /> V-3 of the DSEIR explains in detail why an out-of-county landfill and other off-site <br /> landfills were not further considered in this document. This is not a function of the <br /> Project Objectives,but rather of the fact that constructing an entirely new landfill would <br /> have far greater potential impacts to the physical environment than the proposed <br /> expansion of the existing landfill. The project objectives, described on pp.111-7 and III-11 <br /> of the DSEIR do not exclude an off-site alternative. In fact, the 2013 FEIR(pp. V-7 <br /> through V-10) considers expansion of the French Camp,Foothill, and North County <br />
