Caltrans recently installed traffic signals at the on-off ramps SR 99 at East <br /> French Camp Road, and new traffic signals were recently installed at the intersections of <br /> Arch Road at New Castle Road and Logistic Drive along with intersections and road <br /> widening. These signals should improve overall traffic safety in the area. <br /> It should be pointed out that most traffic collisions are caused by human errors. <br /> According the collision report data,the most common cause of collisions are speeding, <br /> driving under-influence, reckless driving,improper turns,ROW violations, and driver <br /> inattention. These can only be reduced by education and stricter enforcement. There <br /> are currently no posted speed limit signs on Austin road near the project site except a <br /> couple of speed advisory signs posted near the curve north of the East French Camp <br /> Road. Our field observation indicated the traffic speed on Austin Road near the project <br /> frequently exceeds 55 mph. San Joaquin County could consider conducting a speed <br /> survey along Austin Road and install speed limit sign as needed,however these <br /> improvements would be in response to existing speeding and not any potential project <br /> impacts. <br /> L-9. As discussed in response to Comment J-14, above, the traffic study did not include <br /> the Mariposa Lakes development as part of the short-term projects because City of <br /> Stockton staff indicated to the EIR preparers that the project is not expected to be built at <br /> all and definitely would not be built in the next five to six years,which is generally the <br /> time window evaluated in the short-term scenario. At any rate,the Mariposa Lakes <br /> project was included in the 2035 traffic model and its impact was evaluated in the long- <br /> term 2035 scenario. <br /> L-10. Mitigation Measure C.2.has been revised to mitigate noise for the residences most <br /> affected by noise from increased project traffic as identified in Table IV.0-4 (those <br /> residences within 100 feet of the centerline of Austin Road near Forward landfill and the <br /> ' two residences along Arch Road directly west of Austin Road). <br /> Mitigation Measure C.2. on Page IV.0-9 of the DSEIR has been revised as follows <br /> (additions underlined, deletions in ): <br /> Mitigation Measure C.2. (Revises Sameas2013 EIR Mitigation Measure C.2.) <br /> (a)To reduce truck traffic noise impacts,the landfill operator shall annually <br /> notify truck drives with a flyer that encourages drivers to maintain a steady <br /> speed on surface roads leading to the landfill. Drivers shall be instructed to <br /> eliminate unnecessary noise by staying within the speed limit and travelling at a <br /> steady speed, especially for trips during the morning peak hours. <br /> (b)For sections of Austin Road north of the landfill to Arch Road and south of <br /> ' the landfill to French Camp Road and Arch Road immediately west of Austin <br /> Road, residences within 100 feet of the centerline of Austin Road shall be <br /> provided with the option of requesting funds for installation of a sound barrier <br /> and/or additional insulation,installation of dual pane windows or other proven <br /> noise reduction measures. <br />
