Draft Supplemental Environmental Impact Report Page VIII-94 <br /> Forward Inc.Landfill 2018 Expansion Project <br /> The following text on page on Page IV.0-10 of the DSEIR has been revised as follows <br /> (additions underlined, deletions in strip): <br /> Significance After Mitigation: <br /> Mitigation Measure C.2 could reduce the impact of increased truck noise but not <br /> to a level that would be less than significant, if residences request funding and <br /> implement the soundproofing measures. Other than Mitigation Measure C.2,no <br /> additional mitigations are available for this impact other than reducing project <br /> operations (Project Alternative 6). Reducing project operations would be a <br /> substantial change to the proposed project and therefore is addressed as a <br /> component of Alternative 2B (Reduced Size/Reduced Daily Operations ' <br /> Alternative)in Chapter V of the 2013 EIR. <br /> Because the soundproofing is by request and may not be implemented by all <br /> residences that qualify,T=herefore this impact is considered significant and <br /> unavoidable. <br /> Also, the last paragraph on page IV.0-11 has been revised as follows (additions <br /> underlined, deletions in ): <br /> As stated in the 2013 FEIR Summary of Impacts and Mitigation Measures Table, ' <br /> no feasible mitigation measures are available to reduce the projects contribution <br /> to cumulative noise impacts. It should be noted that sound barriers are not ' <br /> feasible in the semi-rural areas that would be affected by cumulative traffic <br /> increases,because the barriers would be far removed from the activity areas of <br /> sensitive receptors and the sound barriers would generally be an unnatural <br /> barrier not only to noise but also to distant views now possible in these areas. <br /> Mitigation Measure C.2.would minimize noise increases (for residences that <br /> implement the soundproofing),however 44ttts,no mitigations guarantee <br /> •,`ble 1 <br /> reducing all noise increases for this cumulative impact other than <br /> reducing project operations. Such a reduction would be a substantial change to <br /> the proposed project and therefore is addressed as a component of Alternative 2B <br /> (Reduced Size/Reduced Daily Operations Alternative)in Chapter V of the 2013 <br /> FEIR(see Alternative 6). Therefore, the project's noise increment is considered to <br /> be cumulatively considerable and the cumulative traffic noise impact is <br /> considered significant and unavoidable. <br /> L-11. The comment asserts that the contaminated groundwater plume is not controlled. <br /> See responses to comments J1 and J2, above;the area of uncontrolled groundwater is ' <br /> well north of the proposed expansion areas,which are located downgradient of the <br /> extraction wells and Groundwater Treatment System.The proposed infill areas would <br /> not measurably affect that with implementation of the mitigation measures identified in <br /> this SEIR. <br /> L-12.
