Forward Inc. Landfill Expansion Project MMRP <br /> (a)Heavy equipment operations shall not be conducted within 1,500 feet of any occupied <br /> residence after 10 p.m. and before 7 a.m.; or ' <br /> (b)Equipment operations within 1,500 feet of any residence after 10 p.m. or before 7 a.m. <br /> shall be fully shielded from the direct line of sight to the residence by an earthen berm whose <br /> crown elevation exceeds the elevation of the top of the exhaust stack. <br /> 14. Forward 1993(E3) ' <br /> The landowner and tenant at RI (residence at 9690 Austin Road) shall be provided with the <br /> option of requesting a sound wall to reduce noise exposure both in the front yard and within <br /> the home. Table III.E.B in the Draft EIR shows the noise reduction provided by a variety of <br /> different sound wall designs. The footnotes to Table X..E.B describe the alternative designs ' <br /> in detail). Note that any of these designs will be more than sufficient to reduce project noise <br /> impacts below a level of significance. <br /> 15. Forward 1993 (El) ' <br /> The contractor shall be required to employ the quietest among alternative equipment or to <br /> mufflelcontrol noise from available equipment. <br /> 16. Work areas could be limited, work times close <br /> to the residence could be rescheduled, noise barriers such as earth berms could be designed, <br /> and noise monitoring shall be undertaken to demonstrate compliance in the event noise <br /> complaints are received. <br /> 18.Austin 1994(H].b),Austin 2000(H].b) <br /> If project-related noise levels measured at the property line of any residential use would <br /> exceed an hourly average of 45 dBa during the nighttime or 55 dBa during the daytime, then <br /> setbacks and a limitation on hours of operations shall be mandatory. As recommended in the <br /> Forward, Inc. Landfill Use Permit Modifications, the option of a soundwall at 9690 Austin ' <br /> Road shall be available to the resident. <br /> D.AIR QUALITY/ODORS <br /> 19(D.1)Identified in 2013 EIR and Modified in this SEIR: <br /> The applicant shall comply with Regulation VIII and implement the following control <br /> measures during construction: ' <br /> • The applicant shall submit a Dust Control Plan subject to review and approval of the <br /> SJVAPCD at least 30 days prior to the start of any construction activity on a site that <br /> includes 40 acres or more of disturbed surface area. <br /> Specific relevant control measures for construction,excavation, extraction, and other <br /> earthmoving activities required by the SJVAPCD include: <br /> • All disturbed areas, including storage piles not actively utilized for construction <br /> Page 8 <br /> t <br />
