Forward Inc. Landfill Expansion Project MMRP <br /> •Use alternative fueled construction equipment,where feasible. ' <br /> • Replace fossil-fueled equipment with electrically driven equivalents (provided they are <br /> not nun via a portable generator set). <br /> • Curtail construction during periods of high ambient pollutant concentrations; this may <br /> include ceasing of construction activity during the peak-hour of vehicular traffic on <br /> adjacent roadways. <br /> • Require that all diesel engines be shut off when not in use on the premises to reduce the <br /> emissions from idling. ' <br /> 20. Identified in This EIR(Revises 2013 FEIR Mitigation Measure D.2a.): <br /> The applicant shall comply with SJVAPCD Rule 2201 regulations to offset stationary source ' <br /> emissions of VOCs,CO,NO, SO,PM,o and PM2.5 in excess of the applicable SJVAPCD <br /> emissions offset threshold levels. The applicant shall also comply with Regulation VIII and <br /> implement Mitigation Measure D.1. for operational activities such as earthmoving. <br /> 21. Identified in this SEIR._(Revises 2013 EIR Mitigation Measure D.2b. : ' <br /> On-site Particulate Emission AAQS Mitigation <br /> The applicant shall implement one or a combination of the following options to reduce air quality <br /> emissions below the thresholds. <br /> (a)Limit future truck trips to an annual average of 233 truck trips per day.Currently the <br /> baseline truck trips are 233 trips per day and the permitted limit is 640 trips per day. <br /> Maintaining the annual average truck trips at 233 trips per day would mean there are no <br /> "increased"PM,o or PM2.5 emissions because of the Project. The proposed Project would <br /> not increase truck traffic at the landfill over the current baseline. <br /> ( )Theapplicant licant shall enter into a Voluntary Emissions Reduction Agreement(VERA)with <br /> SJVAPCD to mitigate the Project's mobile related emissions for PM1o, and PM2.5 to a <br /> less than significant impact utilizing either the SJVAPCD's"net-zero"mitigation <br /> approach or pollutant by pollutant mitigation approach.The applicant shall execute such <br /> VERA prior to the start of the proposed Project(i.e.,landfill expansion up to 8.1 mcy of <br /> new capacity). <br /> The VERA shall use the estimated emissions above the significance thresholds in this <br /> SEIR as the emissions to be reduced,unless operator provides and San Joaquin County ' <br /> approves a revised air quality impact assessment(in consultation with SJVAPCD)for the <br /> Project's future actual emissions(annually)instead of the estimated emissions in this <br /> SEIR. <br /> (c)Pave roads as necessary to reduce PM emissions above current actual baseline levels from ' <br /> the operation of the new 8.1 MCY waste disposal area(from increased truck trips). <br /> Page 10 <br />
