Data should be collected daily during this baseline period, during the <br /> landfill's transition to higher project-related activity levels, and during the landfill's peak <br /> operational phases thereafter. If the more intensive landfill operations are found to <br /> increment the 24-hour average of the annual average PMIO levels by more than S ug/m3 <br /> over baseline, respectively, even with the implementation of all the above-mentioned dust <br /> controls,further dust control measure and/or limits on the amount of waste received at the <br /> site may be necessary to control PMIO impacts. <br /> 35. Forward 1993(D6) <br /> Forward, Inc. shall schedule regular deliveries of waste at the landfill to minimize queuing <br /> and idling. <br /> 36.Austin 1994(G2.b),Austin 2000(G2.b) <br /> ' The idling of all internal combustion equipment shall be limited to ten minutes at any given <br /> time. <br /> 37.Austin 1994(G2.a),Austin 2000(G2.a) <br /> All internal combustion engine driven equipment should be properly maintained and tuned <br /> according to manufacturers'specifications. <br /> 38. Forward 1993(D8) <br /> All VOC-contaminated soil which is not being treated shall be covered with six-mil non- <br /> porous plastic. <br /> 39. Forward 1993(D9) <br /> If VOC emissions exceed APCD limits for open aeration, a VOC collection and removal <br /> system shall be installed to minimize VOC emissions. <br /> 40. Forward 1993(D10) <br /> Any net increase in VOC emissions which remain after the installation of a <br /> collection/removal system shall be offset to the degree required by SJVUAPCD Rule 220.1 <br /> E. PUBLIC HEALTH AND SAFETY <br /> 41. (E.1).Proposed as Part of the Project(Same as in 2013 EIR): <br /> • Use a total of 17 pieces of equipment(at any given time)over the life of the project to <br /> minimize particulate discharge,will remain unchanged. <br /> • Waste Management Unit operations at the landfill would be limited to a single working <br /> face for disposal operations at any given time. <br /> 1 0 All employees would be given appropriate training regarding the potential for exposure to <br /> hazardous materials. This training will include a 24-hour hazardous waste operations <br /> course and an annual 8-hour refresher course for personnel involved in the"load <br /> 1checking"program where the incoming loads are screened for hazardous materials. <br /> • The landfill would not accept any designated waste that may potentially contain <br /> hazardous levels of regulated substances(as defined in water Code Section 13173)unless <br /> authorized by the RWQCB. <br /> 1 <br /> Page 13 <br />
