Telemetry, which monitors the flow in the creek to determine the peak, should <br /> be provided. This information should then be used to coordinate the start-up of the pumps. <br /> ' 68.Austin 1994(K5.e),Austin 2000(KS.e) <br /> The landfill operator would include practices and procedures in the SWFP to comply with AB <br /> 1760. The procedures would describe how the expanded landfill would salvage all <br /> economically feasible metallic discards. <br /> 69. Forward 1993(C3) <br /> Diesel fuel should be stored in a manner which provides for secondary containment. <br /> ' G. SOILS AND GEOLOGY <br /> 70. (G.2)Proposed as Part of the 2013 Project(and incorporated by reference in this Project): <br /> • Overall reduction—or, in some cases, elimination or improvement—of slope instability at <br /> the project site can be achieved through the implementation of the seismic design measures <br /> designed to meet CCR Title 27. <br /> 71. (G.3)Proposed as Part of the 2013 Project(and incorporated by reference in this Project): <br /> • The applicant's Joint Technical Document references an erosion-control plan that delineates <br /> various actions to minimize erosion and sedimentation,including maintaining the <br /> effectiveness of the surface drainage control structures by keeping drainage ditches clear of <br /> debris and excessive vegetation and by making repairs,as necessary,to correct the effects of <br /> physical damage, erosion, settlement, or other events detrimental to effective operation of <br /> the drainage control system,and appropriate construction,landscaping, and maintenance of <br /> graded slopes and subsurface drainage systems. As part of that plan,grading operations <br /> would be scheduled to avoid the rainy season and be implemented by interim engineering <br /> control measures. Before grading is stopped, slopes would be directed to carry runoff to <br /> areas where erosion and sedimentation can be controlled. Truck beds would be hosed down <br /> to reduce soil spillage on paved roads and wind-blown dust. The proposed expansion area <br /> would incorporate the same features as used for the existing landfill. In addition,the <br /> relocation of Littlejohns Creek could lessen the sedimentation potential to the creek. <br /> • Completed cells will be stabilized by the planting and maintenance of drought-resistant <br /> grasses. This will inhibit wind and water erosion and maximize the fertility of the soil in <br /> order to facilitate revegetation. <br /> • Temporary plantings,geofabric drapes, and erosion-preventing diversions of surface water <br /> will be constructed as appropriate on temporary slopes. <br /> • Regular operational and post-closure monitoring of erosion control structures and plantings <br /> will be done for a minimum of five years. <br /> 72. Forward 1993 (B.S) <br /> Assessment ofgroundwater levels in monitoring wells shall be initiated within 24 hours <br /> following an earthquake event having a Modified Mercalli intensity of V or greater at the <br /> landfill. This will allow the water level database to be adjusted or seismic variations. In the <br /> event that anomalous water level changes are noted, a series of water quality sampling and <br /> Page 21 <br />
