Forward Inc. Landfill Expansion Project MMRP <br /> 106. (K.5)Proposed as Part of the Project: <br /> The use of highly reflective surface materials in constructing structures on the site will be <br /> prohibited. <br /> Exterior building materials will be painted or otherwise treated with muted earthtone colors. <br /> Screening vegetation has been planted along the Austin Road boundary of the site at the time <br /> this DEIR was prepared. This fulfills part(b)of Mitigation Measure K.4 in the 2002 Final <br /> EIR for the existing landfill(San Joaquin County,2002),which is a condition of the permits <br /> for the existing landfill. The remainder of Mitigation Measure K.4(reproduced in full below) <br /> is also a condition of the existing permits. <br /> (a)Lighting for nighttime operations at the working face and other landfill facilities shall <br /> consist of sodium lamps with sharp cutoff angles and downward shielding and, to the <br /> extent feasible, shall be oriented in a direction that is not visible from off-site locations. <br /> (b)Dense screening vegetation shall be planted along the Austin Road boundary of the <br /> site, with sufficient height and density at maturity to shield residents and motorists along <br /> Austin Road from views of landfill operations, including nighttime disposal operations. <br /> (c)For any future locations of the working face at which the screening vegetation in <br /> Mitigation Measure(b) above would not shield residents and motorists along Austin <br /> Road from night lighting, the project sponsor shall install temporary screens at the <br /> working face to block night lighting from residences and motorists along Austin Road. <br /> 107. Proposed as Part of the Project: <br /> Daily inspection will be conducted to control litter on-and off-site, including the North and <br /> South Branches of the South Fork of Little Johns Creek, approach roads,entrance facilities, <br /> the transfer station/resource recovery facility,portable litter control fences,landfill perimeter <br /> fence, leachate impoundments,and storm water facilities including ditches,berms, and <br /> detention/sedimentation basins. <br /> Page 42 <br />
