Forward Inc. Landfill Expansion Project MMRP <br /> (a). If prehistoric archaeological resources are discovered during excavation and construction <br /> of the proposed project,the project sponsor shall suspend all work in the immediate vicinity <br /> of the find pending site investigation by a qualified archaeologist or cultural resources <br /> consultant to assess the materials and determine their significance. If the qualified <br /> archaeologist determines that the find is an important archaeological resource,the project <br /> sponsor shall provide funding and time to allow recovering an archaeological sample or to <br /> implement avoidance measures. Work could continue at other locations while archaeological <br /> mitigation takes place. <br /> (b)Evaluative testing,normally consisting of limited hand excavation to retrieve information <br /> and materials from the archaeological site,would be needed to demonstrate the eligibility of <br /> the resource to be included on the California Register of Historic Resources(CRHR). If <br /> eligibility is established,then a plan for mitigation of impacts to the resource should be <br /> submitted to the San Joaquin County Community Development Department for approval <br /> before any construction related earthmoving activities are allowed inside the zone designated <br /> as archaeologically sensitive by the project archaeologist. The plan must result in the <br /> extraction of sufficient volumes of non-redundant archaeological data so as to address <br /> important regional research considerations,must be performed by qualified professionals,and <br /> must result in detailed technical reports. Mitigation can take the form of additional data <br /> retrieval through hand excavation coupled with archaeological monitoring of all soils from <br /> the archaeologically sensitive zone. Monitoring is aimed at identifying,recording and/or <br /> removing archaeological materials and information for analysis, and also serves to limit <br /> damage to human remains,a typical component of both seasonal and year-round villages in <br /> the valley. <br /> (c)The project sponsor shall allow only a qualified archaeologist or cultural resource <br /> consultant to collect any prehistoric cultural resources discovered on the site. <br /> (d)If prehistoric archaeological deposits that include human remains are discovered by the <br /> project sponsor or any construction contractors during development of the project site,the <br /> project sponsor shall notify the County Coroner immediately. If the remains are found to be <br /> Native American,the Native American Heritage Commission shall be notified with 24 hours. <br /> The most likely descendant of the deceased Native American shall be notified and given the <br /> chance to make recommendations for the remains. If no recommendations are made within <br /> 24 hours,remains may be reinterred elsewhere on the property. If recommendations are <br /> made and not accepted,the Native American Heritage Commission shall mediate the issue. <br /> K. VISUAL QUALITY <br /> 105. (K3)Proposed as Part of the Project: <br /> Native or drought-tolerant trees, shrubs,and grasses will be used in landscaping to conform <br /> to the natural vegetation of the area. <br /> Working faces of the landfill will be minimized to reduce their visibility. <br /> To the extent feasible,the top and side slopes of the landfill will be seeded with a mixture of <br /> native grasses and wildflowers that would visually blend with plants at the project site. <br /> Upon closure,the top and side slopes of the landfill will be planted with native grasses to the <br /> extent feasible. <br /> Page 41 <br />
