Landfill 2018 Expansion Project <br /> • Geosynthetic clay liner (GCL) <br /> • Prepared subgrade <br /> WMU F-North was constructed in 1999 and is an approximately 1.3-acre triangular-shaped <br /> impoundment located just north of the South Branch of the South Fork of LittleJohns Creek. <br /> WMU F-West was constructed in 2003 and is an approximately 0.97-acre rectangular-shaped <br /> impoundment located directly west of WMU FU-03. <br /> As part of the proposed expansion,WMU F-North would be clean closed and a new leachate <br /> evaporation pond would be constructed in the southwest corner of the expansion area. An <br /> additional leachate evaporation pond would be constructed in the current entrance facility area. <br /> Required leachate monitoring consists of daily inspections of the system and sumps for the <br /> presence of leachate. If leachate is present,the sumps are pumped and the leachate is disposed. <br /> Leachate detected in a previously dry sump is sampled and that sump is added to the semi- <br /> annual sampling program. The leachate samples are analyzed for the constituents and <br /> parameters listed in the site's WDRs, and include the field parameters discussed in the surface <br /> water monitoring. The quantity and quality of leachate pumped from each sump is measured <br /> and reported to the RWQCB in gallons per day. <br /> Monitoring devices are also in place beneath the sumps of the leachate collection system to <br /> detect if there is leakage through the leachate collection system. These pan lysimeter monitoring <br /> devices are sampled and tested for constituents of concern, including VOCs, as required by the <br /> RWQCB. <br /> Impacts and Mitigation <br /> Standards of Significance <br /> According to CEQA Guidelines, the proposed project could have a significant impact with <br /> regard to hydrology and water quality if it would: <br /> • Substantially degrade water quality; <br /> • Contaminate a public water supply; <br /> • Substantially degrade or deplete groundwater resources; <br /> • Substantially interfere with groundwater recharge; <br /> • Cause flooding or subject structures to flood hazards; <br /> • Substantially modify a local or regional drainage feature (i.e., creek alignment); <br /> • Cause significant erosion or sedimentation; <br /> • Generate more leachate than can be handle by the existing or planned control systems;or <br /> • Cause or be subject to substantial flooding, erosion, or siltation. <br />
