Prevent track-out of mud and dirt through the following measures: <br /> 1) Providing a paved interior road of at least 100 feet in length <br /> to allow mud and dirt to drop off before exiting the site, <br /> 2) Removing dirt and mud from interior paved roads throughout <br /> the work-day, <br /> 3) Removing any dirt deposition on Austin Road at the end of each <br /> work-day. <br /> f. Apply all-weather surfacing to any unpaved road segment that carries 50 <br /> or more vehicle trips per day continuously for more than thirty (30) <br /> days, <br /> g. Water unpaved equipment parking areas at least daily, <br /> h. Best management practices shall be followed at all times during <br /> operation of the grinder/screener at the composting operation, and <br /> shall include assuring that inputs to the grinder/screener have a <br /> sufficient moisture content to prevent generation of visible dust or <br /> particulate matter. <br /> Current Status: Dust control measures are being implemented as discussed <br /> above and in accordance with the JTD. Forward also utilizes street cleaning <br /> equipment to clean paved roadways,including Austin Road,when necessary. <br /> c. 14 (D.5) <br /> Proposed as Part of the Project: <br /> Measures that reduce landfill traffic and operations impacts through the <br /> use of Best Available Control Methods (BACMs) as defined by the San <br /> Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) shall be <br /> required to reduce this cumulative impact. <br /> Current Status: For dust impacts, the SJVUAPCD Rule 8040 (Fugitive Dust <br /> Requirements for Control of Fine Particulate Matter (PM-10) from Landfill <br /> Disposal Sites) requires removal of mud and dirt from public paved roads, <br /> including shoulders, adjacent to the landfill site at the end of the work day or <br /> a minimum of once every 24-hours of occurrence.
