In addition, the interior roads must be <br /> cleaned with sufficient frequency to limit mud and dirt accumulation of <br /> sufficient density to be picked up by other vehicles and transported onto the <br /> off-site public paved road. Forward complies with these requirements. An <br /> interior paved road exists at the site entrance/exit. Street cleaning <br /> equipment is used at the required frequency to clean mud and dirt from <br /> Austin Road and the interior paved road. <br /> Forward controls air pollution impacts caused by fugitive landfill gas <br /> emissions by collecting and controlling onsite landldl gas and directing it to a <br /> flare or energy recovery system. These systems are regulated by the <br /> SJVUAPCD. <br /> d. 15 Austin 1994 (GS.b), Austin 2000(GS.b) <br /> Excessively odorous wastes shall be mixed immediately with other landfill <br /> wastes, depending on their nature and source. If diluting the intensity of <br /> odor is not sufficient, then the operator shall immediately cover offensive <br /> materials as soon as they arrive at the landfill. <br /> Current Status: Odor measures are being implemented as discussed above <br /> and in accordance with the JTD. <br /> e. 16 Austin 1994(GS.c), Austin 2000(GS.c) <br /> The operator shall ensure that loading, unloading, and material handling <br /> activities are carried out efficiently and without delays to avoid excessive <br /> odors. <br /> Current Status: Odor measures are being implemented as discussed above <br /> and in accordance with the JTD. <br /> f. 17 Forward 1993(D1) <br /> Use water trucks and/or sprinkler systems to apply water a minimum of <br /> twice daily to roadways and active faces of asbestos disposal areas to <br /> minimize airborne dust leaving the site. It is recognized that a balance <br /> must be struck between maintaining sufficient moisture for dust control <br /> and applying too much moisture such that the generation of excess <br /> leachate occurs. The conditions of the active faces of a landfill, as well as <br /> the leachate generated, must be monitored and professional judgment <br /> utilized at all times to keep these two factors in balance. <br /> Current Status: Dust measures are being implemented for the asbestos <br /> disposal areas as discussed above and in accordance with the JTD. <br /> Page 34 <br />
