April 4,2012
interior roads of the landfill that are adjacent to paved public roads are
paved for a sufficient distance to allow mud and dirt accumulation to drop
off of vehicles within the landfill site. In addition, the interior roads must be
cleaned with sufficient frequency to limit mud and dirt accumulation of
sufficient density to be picked up by other vehicles and transported onto the
off-site public paved road. Forward complies with these requirements. An
interior paved road exists at the site entrance/exit. Street cleaning
equipment is used at the required frequency to clean mud and dirt from
Austin Road and the interior paved road.
Forward controls air pollution impacts caused by fugitive landfill gas
emissions by collecting and controlling onsite landldl gas and directing it to a
flare or energy recovery system. These systems are regulated by the
SJVUAPCD.
d. 15 Austin 1994 (GS.b), Austin 2000(GS.b)
Excessively odorous wastes shall be mixed immediately with other landfill
wastes, depending on their nature and source. If diluting the intensity of
odor is not sufficient, then the operator shall immediately cover offensive
materials as soon as they arrive at the landfill.
Current Status: Odor measures are being implemented as discussed above
and in accordance with the JTD.
e. 16 Austin 1994(GS.c), Austin 2000(GS.c)
The operator shall ensure that loading, unloading, and material handling
activities are carried out efficiently and without delays to avoid excessive
odors.
Current Status: Odor measures are being implemented as discussed above
and in accordance with the JTD.
f. 17 Forward 1993(D1)
Use water trucks and/or sprinkler systems to apply water a minimum of
twice daily to roadways and active faces of asbestos disposal areas to
minimize airborne dust leaving the site. It is recognized that a balance
must be struck between maintaining sufficient moisture for dust control
and applying too much moisture such that the generation of excess
leachate occurs. The conditions of the active faces of a landfill, as well as
the leachate generated, must be monitored and professional judgment
utilized at all times to keep these two factors in balance.
Current Status: Dust measures are being implemented for the asbestos
disposal areas as discussed above and in accordance with the JTD.
Page 34
