April 4, 2012
(PUBLIC SERVICES AND UTILITIES)
(14) 78 (1.1)
Proposed as Part of the Project:
The landfill will have a perimeter barrier or topographic constraints
designed to discourage unauthorized entry by persons or vehicles.
The entrance to the site will have a lockable gate, which will be locked
outside of the usual operating hours.
Current Status: Chain link fencing secures the entire site boundary. The site
entrance has a lockable gate, which is locked outside of the usual operating
hours.
(CULTURAL RESOURCES)
(15) 82 (J.1)
Proposed as Part of the Project:
If prehistoric archaeological resources are discovered during excavation
and construction of the proposed project, the project sponsor will suspend
all work in the immediate vicinity of the find pending site investigation by a
qualified archaeologist or cultural resources consultant to assess the
materials and determine their significance. If the qualified archaeologist
determines that the find is an important archaeological resource, the
project sponsor will provide funding and time to allow recovering an
archaeological sample or to implement avoidance measures. Work could
continue at other locations while archaeological mitigation takes place.
The project sponsor will allow only a qualified archaeologist or cultural
resource consultant to collect any prehistoric cultural resources discovered
on the site.
If prehistoric archaeological deposits that include human remains are
discovered by the project sponsor or any construction contractors during
development of the project site, the project sponsor will notify the County
Coroner immediately. If the remains are found to be Native American, the
Native American Heritage Commission will be notified with 24 hours. The
most likely descendant of the deceased Native American will be notified
and given the chance to make recommendations for the remains. If no
recommendations are made within 24 hours, remains may be reinterred
elsewhere on the property. If recommendations are made and not
accepted, the Native American Heritage Commission will mediate the
issue.
Page 6
