April 4, 2012 <br /> If avoidance of important prehistoric archaeological resources is not <br /> feasible, the project sponsor will prepare an excavation plan in <br /> coordination with a qualified archaeologist or cultural resources consultant. <br /> The resources will not be disturbed until this plan is completed. An <br /> excavation plan will consist of the methodical excavation of those portions <br /> of the site(s) that would be adversely affected. The work will be <br /> accomplished within the context of a detailed research design and in <br /> accordance with current professional standards. The plan must result in <br /> the extraction of sufficient volumes of non-redundant archaeological data <br /> so as to address important regional research considerations, must be <br /> prepared and performed by qualified professionals, must be consistent <br /> with the guidelines of the Native American Heritage Commission, and <br /> must result in detailed technical reports. <br /> Current Status: Archaeological resources have not been discovered to date <br /> during excavation and construction at the site. <br /> (VISUAL QUALITY) <br /> (16) 83 (K.3) <br /> Proposed as Part of the Project: <br /> Native or drought-tolerant trees, shrubs, and grasses will be used in <br /> landscaping to conform to the natural vegetation of the area. <br /> Working faces of the landfill will be minimized to reduce their visibility. <br /> To the extent feasible, the top and side slopes of the landfill will be seeded <br /> with a mixture of native grasses and wildflowers that would visually blend <br /> with plants at the project site. <br /> Dense screening vegetation will be planted along the Austin Road <br /> boundary of the site, with sufficient height and density at maturity to shield <br /> residents and motorists along Austin Road from views of landfill <br /> operations, including nighttime disposal operations. To the extent feasible, <br /> this landscaping will consist of native shrubs and trees (such as valley <br /> oak). <br /> A 6-foot high chain link fence will be constructed at the perimeter of the <br /> property to limit public access. <br /> Upon closure, the top and side slopes of the landfill will be planted with <br /> native grasses to the extent feasible. <br /> Current Status: Forward has used native or drought-tolerant trees, shrubs, <br /> and grasses where feasible given the current point in the landfill operations. <br /> Page 7 <br />
