April 4, 2012 <br /> (b) The site HMMP, SWPPP, Operations Manual, and Wet Weather Plan <br /> shall serve to provide guidance in the use and handling of hazardous <br /> materials during the operations of the facility. <br /> Current Status: Hazardous materials are handled in accordance with the <br /> site's HMMP, SWPPP, Operations Manual, and Wet Weather Plan and <br /> applicable local,state,and federal regulations. <br /> L 39 (E.8) <br /> Identified in EIR: <br /> Forward Landfill shall continue to test all known water supply wells within <br /> the area of the mapped and projected groundwater plume. Groundwater <br /> monitoring test shall be performed quarterly at all downgradient private <br /> wells at risk. Where detectable VOCs have historically been reported, <br /> bottled water shall continue to be supplied by the applicant (as is currently <br /> being done for two affected households) until the well sample analytical <br /> results show no detectable VOCs for four consecutive quarterly sampling <br /> events. Other offsite private wells such as the CYA wells that have not <br /> been adversely affected by the plume shall continue to be monitored and if <br /> VOC-contamination is reported then replacement water shall be provided <br /> by the applicant, if requested. For wells within the footprint of the plume, <br /> institutional controls such as notification to current and future landowners <br /> regarding risks of installing production wells shall be implemented as part <br /> of the local well permitting process. <br /> Current Status: Forward samples the supply wells located along Austin Road <br /> and has been working with the RWQCB to address the groundwater issues <br /> stemming from the unlined former Austin Road Landfill. We understand <br /> that bottled water is supplied by the City of Stockton to affected residents. <br /> Forward anticipates that the County Environmental Health Department, as <br /> part of the well permitting process, will provide notification to landowners <br /> regarding the risks of installing production wells within the footprint of the <br /> plume. The County Environmental Health Department performs routine <br /> inspections of the Forward Landfdl site and is regularly updated on the <br /> current groundwater issues at the site. <br /> j. 40 (E.9) <br /> Proposed as Part of the Project: <br /> The applicant has agreed to incorporate the conditions detailed in the <br /> discussion of Impact E.1, above. <br /> Aeration and Treatment of Chlorinated Hydro-carbon Contaminated Soils: <br /> For chlorinated hydrocarbon-contaminated soils, the on-site treatment of <br /> contaminated soils by aeration will be managed so as to minimize <br /> exposure to on-site employees as well as off-site residents.
