April 4, 2012
Current Status: Forward is not currently treating contaminated soils onsite.
Contaminated soils that meet the requirements of Forward's RWQCB Waste
Discharge Requirements are disposed directly into a suitable waste
management unit. Forward will comply with the requirements for treatment
of contaminated soils if treatment operations resume.
k. 41 Austin 1994 (L2.b) (updated), Austin 2000(L2.b)
The landfill operator shall continue to participate in the San Joaquin
County Regional Household Hazardous Waste Program to help reduce
the amount of household hazardous waste in the waste stream.
Current Status: Forward will continue to participate in the San Joaquin
County Regional Household Hazardous Waste Program.
L 42 Forward 1993 (A5)
Fire hydrants and a pressurized water source for fire suppression and dust
control shall be installed.
Current Status: Fire suppression and dust control have been installed and
approved and are routinely inspected by the Manteca-Lathrop Fire
Department.
m. 43 Forward 1993(A.11)
In order to reduce risks to public health due to particles of ash leaving the
facility, all trucks containing ash shall be covered and water should be
available at the ash pile to assure that all ashes which are dumped are
damp. Active faces need to have a certain moisture content so as to
preclude the generation of dust. It is recognized that a balance must be
struck between maintaining sufficient moisture for dust control and
applying too much moisture such that the generation of excess leachate
occurs. The conditions at the active faces of a landfill as well as the
leachate generated, shall be monitored and professional judgment utilized
at all times to keep these two factors in balance.
Current Status: Dust from ash is controlled in accordance with the above
requirements.
n. 53 Austin 1994(K5.e), Austin 2000(K5.e)
The landfill operator would include practices and procedures in the SWFP
to comply with AB 1760. The procedures would describe how the
expanded landfill would salvage all economically feasible metallic
discards.
Current Status: Forward complies with the requirements of AB 1760 to the
extent feasible given site safety requirements. However, economically feasible
Page 18
