DLU-U�-Ud WED 14:4b 2Q'i FAX N0. 209(15 8652 P- 02102 <br /> • <br /> SanjoaquinValley <br /> Unified Air Pollution Control District <br /> December 9, 1998 <br /> Chandler Martin <br /> San Joaquin County <br /> Community Development De artmant <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: USE PERMIT REVISION TO ALLOW INCREASED PEAK DAILY TONNAGE <br /> AND CHANGE FREQUENCY OF SETTLEMENT SURVEYS (UP-91-12) <br /> Dear Mr. Martin: <br /> The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the <br /> proposed project and offers the following comments-- <br /> The <br /> omments=The San Joaquin Valley's air quality has been designated nonattainment by the EPA and by <br /> the Air Resources Board (ARB) for Oa (ozone)and PM-10(fine particulate matter, dust). <br /> The Federal Clean Air Act (CAA) and the California Clean Air Act require areas that are <br /> designated nonattainment to reduce emissions until standards are met. <br /> Based on the letter submitted by the applicant (dated November 9, 1998), increased daily <br /> tonnage disposal at the landfill will not affect the traffic volumes currently allowed under the <br /> Final Environmental Impact Report certified for this prosect. Therefore, no new mobile <br /> source emissions would be expected under this proposal. In addition, as this is an existing <br /> I landfill facility, all odor issues should have been previously analyzed and addressed. <br /> However, if the increase in allowable tonnage of waste materials is expected to generate <br /> any new odors or increase the current level of odors, the District recommends that the <br /> €' County carefully assess how this impact could affect neighboring sensitive receptors. <br /> Provided there are no new truck trips and/or new odor generation. it would appear that this <br /> project will have a less-than-significant impact on the ambient air quality.
