UP-91-12 OF FORWARD, INC. This project is a Revision of Approved Actions Application for Use Permit No. UP-91-12. Two revisions are requested- The first is to increase the average and maximum daily tonnage of waste stream from 3,800 and 4,180 tons per day to 6,080 and 6,688 tons per day, respectively. The second request is to change the required settlement surveys of the closed waste management unit from semi-annual to annual. F Forward Landfill is located on the west side of Austin Road, 2 miles south of Arch Road, southeast of Stockton. Forward Inc. landfill is currently operating pursuant to Use Permit application No. UP-91-12. That use permit approved several modifications to the landfill operation. The approved project and the mitigation monitoring program (adopted as a condition of approval of the use permit) r are described in the Mitigated Project Alterative section of the Final Environmental Impact Report No. ER-92-4 for Forward Inc. Landfill Use Permit Modification, State Clearinghouse No. 92032013. The proposed Negative Declaration references the EIR and was referred to the State Clearinghouse (SCH) on December 4, 1998. To allow for a 30-day review period, the Planning Commission hearing date has been tentatively set for January 21, 1999. However, if one or more state agencies raise significant issues, the Planning Commission hearing date may need to be postponed. The Community Development Department has reviewed this item and offers the following comments: COMMUNITY DEVELOPMENT DEPARTMENT: REVISIONS TO USE PERMIT NO. UP-91-12: The following modifications shall be made to Appendix H of the Forward Landfill EIR. These changes modify the project description and the mitigation measures, which are included by reference in the original Conditions of Approval: { Page 12, Increase the Permitted Disposal Rates: As part of the project, Forward is requesting a SWFP that would allow an increase in capacity to 3;888 6=080 tons per day, with a daily peak of 4,18fi,688 tons per day for the entire site (landfill and transfer station.) (CH2M Hill, January 1992). Based on assumptions used in CH2M Hill's Draft Preliminary Closure Plan (June 1992), about half of the tonnage would be disposed of in the landfill and half would be recycled or reused. With a total capacity of about 11,940,000 cubic yards (receiving capacity of i 9.4 million cubic yards), the landfill would operate for about 13 yearsl.
