UP-91-12 OF FORWARD, INC. <br /> This project is a Revision of Approved Actions Application for Use Permit No. UP-91-12. Two <br /> revisions are requested- The first is to increase the average and maximum daily tonnage of <br /> waste stream from 3,800 and 4,180 tons per day to 6,080 and 6,688 tons per day, <br /> respectively. The second request is to change the required settlement surveys of the closed <br /> waste management unit from semi-annual to annual. <br /> F Forward Landfill is located on the west side of Austin Road, 2 miles south of Arch Road, <br /> southeast of Stockton. <br /> Forward Inc. landfill is currently operating pursuant to Use Permit application No. UP-91-12. <br /> That use permit approved several modifications to the landfill operation. The approved project <br /> and the mitigation monitoring program (adopted as a condition of approval of the use permit) <br /> r are described in the Mitigated Project Alterative section of the Final Environmental Impact <br /> Report No. ER-92-4 for Forward Inc. Landfill Use Permit Modification, State Clearinghouse No. <br /> 92032013. The proposed Negative Declaration references the EIR and was referred to the <br /> State Clearinghouse (SCH) on December 4, 1998. To allow for a 30-day review period, the <br /> Planning Commission hearing date has been tentatively set for January 21, 1999. However, if <br /> one or more state agencies raise significant issues, the Planning Commission hearing date <br /> may need to be postponed. <br /> The Community Development Department has reviewed this item and offers the following <br /> comments: <br /> COMMUNITY DEVELOPMENT DEPARTMENT: <br /> REVISIONS TO USE PERMIT NO. UP-91-12: The following modifications shall be made to <br /> Appendix H of the Forward Landfill EIR. These changes modify the project description and the <br /> mitigation measures, which are included by reference in the original Conditions of Approval: <br />{ Page 12, Increase the Permitted Disposal Rates: <br /> As part of the project, Forward is requesting a SWFP that would allow an increase in <br /> capacity to 3;888 6=080 tons per day, with a daily peak of 4,18fi,688 tons per day for <br /> the entire site (landfill and transfer station.) (CH2M Hill, January 1992). Based on <br /> assumptions used in CH2M Hill's Draft Preliminary Closure Plan (June 1992), about <br /> half of the tonnage would be disposed of in the landfill and half would be recycled or <br /> reused. With a total capacity of about 11,940,000 cubic yards (receiving capacity of <br /> i 9.4 million cubic yards), the landfill would operate for about 13 yearsl. <br />
