(4) Proprietary storm drainage treatment devices used in any system shall be approved for use <br /> by a major California city, Caltrans, or the Washington State DOT and shall be the last resort <br /> of the developer to comply with the 2009 SWQCCP. Latitude and Longitude of all treatment <br /> devices shall be obtained by use of a global positioning system and reported to the County. <br /> Property owner shall execute an agreement and record a deed restriction, in a form <br /> acceptable to the County, regarding maintenance and perpetuation of the installed systems. <br /> Property owner shall be responsible for the ongoing operation and maintenance of any <br /> system installed unless the system is accepted for maintenance by a government agency. <br /> (5) Owner shall be responsible for providing the County with an annual report of operation and <br /> maintenance of any system. The property owner shall also be responsible for the payment to <br /> the County of an annual system inspection fee established by Resolution of the Board of <br /> Supervisors. <br /> (6) A Maintenance Plan shall be submitted and the execution of a Maintenance Agreement with <br /> San Joaquin County will be required for the owner/operator of stormwater controls prior tothe <br /> release of the building permit. <br /> (7) Standard Best Management Practices for the type of development proposed shall be <br /> incorporated into the site storm drainage design. <br /> (8) Wastewater shall NOT be allowed into the storm drainage system. <br /> g. Applicant shall file a Notice of Intent(NOI)with the State Water Resources Control Board(SWRCBJ <br /> and comply with the State "General Permit for Storm Water Discharges Associated with <br /> Construction Activity". The Waste Discharge Identification Number (WDID), issued by SWRCB, <br /> shall be submitted to Public Works for file. Contact the SWRCB at (916) 341-5537 for further <br /> information. <br /> h. It is the responsibility of the applicant to ensure that a current will serve letter for sanitary sewer <br /> and water service is on file prior to release of building permit. The applicant or subsequent owner <br /> of the property is responsible to ensure there is capacity in the system and that all requirements for <br /> the connections are fulfilled prior to release of the building permit. If any extension, connection, or <br /> placement of new facilities is required to connect to the existing main lines, the cost shall be borne <br /> by the applicant. For any work within the County right-of-way, an improvement plan shall be <br /> submitted to Public Works for review and approval. Required plan check and inspection fees shall <br /> apply. <br /> Informational Notes: <br /> (i) A Solid Waste Diversion Plan for all applicable projects must be submitted to the Building Division <br /> of the Community Development Department prior to issuance of the building permit. Contact the <br /> Solid Waste Division (468-3066)for information. <br /> (ii) This property is subject to the requirements of San Joaquin County Mosquito & Vector Control <br /> District(209-982-4675)and the California Health and Safety Code for the prevention of mosquitoes. <br /> Best Management Practices (BMP) guidelines for stormwater devices, ponds and wetlands are <br /> available. <br /> (iii) All future building permits for projects located within a Special Flood Hazard Area at the time of <br /> permit issuance shall meet the San Joaquin County flood hazard reduction requirements (Title 9, <br /> Chapter 9-1605) and all requirements of the State of California (CCR Title 23) that are in force at <br /> the time of permit issuance.
