DETERMINATION OF LEVELS OF FLOOD PROTECTION AND INUNDATION 1 CONCEPTUAL FLOOD <br /> PROTECTION PLAN <br /> As discussed in the previous section approximately 25%of the existing DPA has been elevated to <br /> elevations between 13' and 16', or equal to or 3' above the estimated flood elevation, and as such currently <br /> meets the requirements of General Specification B.2.of the General Order for flood protection. However <br /> the remainder of the existing DPA and the proposed expansion area would be subject to inundation levels <br /> of approximately 1' to 3' in the event of a 100-year storm at their current elevations. <br /> A Conceptual Grading and Flood Protection Plan has been prepared and is incorporated in this Analysis as <br /> Exhibit D. This Plan includes proposed improvements that would provide adequate flood protection as <br /> required by the Order for approximately 75%of the DPA after completion of the proposed expansion. A <br /> summary of the proposed improvements is as follows: <br /> 1. Construct all proposed structures with finished floor(F.F.) elevations of 14.0'or higher. <br /> 2. Construct the proposed silage slab at the northwest corner of the DPA to a finished grade(F.G.) <br /> elevation of 14.0' or higher. <br /> 3. Raise the existing access road near the center of the DPA, between the southeasterly animal <br /> housing structures and the wastewater ponds, to finished grade elevations of 14.0'or higher. <br /> 4. Construct the proposed manure stacking pad adjacent to the settling ponds to a finished grade <br /> elevation of 14.0' or higher. <br /> In a"Frequently Asked Questions"statement issued on June 2, 2010,the Central Valley Region of the <br /> California Regional Water Quality Control Board (CVRWQCB) stated that"areas that need to be protected <br /> from flooding are typically, in order of importance: lagoons, settling basins, manure storage areas, corrals, <br /> and silage storage areas." A copy of this statement is included in this analysis as Exhibit E. As shown on <br /> Exhibit D, Conceptual Grading and Flood Protection Plan, all lagoons, settling basins, manure storage <br /> areas, and silage storage areas would have adequate flood protection. Portions of some corrals, which are <br /> second to last in order of importance as stated by the CVRWQCB, and some existing structures would be <br /> subject to inundation levels of approximately 1' to 2'. <br /> It should be noted that a portion of the DPA along its west side would be left at elevations below the BFE <br /> due to existing limiting factors. Those limiting factors are as follows: <br /> 1. The existing bam in the northwest comer of the site cannot be raised in any practical fashion. <br /> However the proposed structures to the east and the surrounding area can potentially be <br /> elevated above the BFE as shown on Exhibit D. <br /> 2. The remaining area along the west side of the DPA which is shown as subject to inundation on <br /> is immediately adjacent to Bacchetti Road and several existing structures that will remain. <br /> Placement of fill within the public right-of-way of Bacchetti Road will not likely be allowed and <br /> any significant fill adjacent to the road right-of-way would prohibit access to the site. This <br /> constraint and the constraints of the existing structures in this area make placement of <br /> significant amounts of fill impractical, if such placement is at all possible. <br /> With construction of the proposed improvements described above and shown conceptually on Exhibit D, a <br /> significant majority of the Delta Woods Dairy should have adequate protection from the 100-year flood <br /> event. The portions of the site that would not have adequate protection as shown on Exhibit D have limiting <br /> factors that make providing said protection impractical. It should also be noted that elevating the DPA as <br /> shown on Exhibit D will require significant amounts of engineered fill material.
