<br /> Use Permit Application No. PA-02-244 was approved by the San Joaquin County Planning
<br /> Commission on January 9, 2003. The effective date of approval is January 19, 2003. This approval
<br /> will expire on July 20, 2004, which is 18 months from the effective date of approval, unless (1) all
<br /> Conditions of Approval have been complied with, (2) all necessary building permits have been
<br /> secured and remain in force, and (3) all necessary permits from other agencies have been secured
<br /> and remain in force.
<br /> Unless otherwise specified, all Conditions of Approval and Ordinance requirements shall be fulfilled
<br /> prior to the establishment of the use and the issuance of any building permits. Those Conditions
<br /> followed by a Section Number have been identified as Ordinance requirements pertinent to this
<br /> E application. Ordinance requirements cannot be modified, and other Ordinance requirements may
<br /> I apply.

<br /> 1. COMMUNITY DEVELOPMENT.DEPARTMENT(Staff Contact: Chandler Martin, 468-3144)
<br /> a. BUILDING PERMIT: Submit an "APPLICATION-COMMERCIAL BUILDING PERMIT'. The Site
<br /> i Plan required as a part of the building permit must be prepared by a registered civil engineer or
<br /> licensed architect. This Plan must show drainage, driveway access details (including gates), on-site
<br /> parking, landscaping, signs, existing and proposed utility services, and grading (refer to the "SITE
<br /> PLAN CHECK LIST" for details). A fee is required for the Site Plan review. (Development Title
<br /> Section 9-884)
<br /> b. APPROVED USE: This approval is for a.Truck Stop as shown on the Plan dated September 11,
<br /> 2002, and a sign plan as shown on the document titled Travel Centers of America Exterior Sign
<br /> Program dated December 20, 2002. The facility includes a 16,075-square-foot terminal building, a
<br /> 5,192-square-foot gasoline canopy for automobiles and recreational vehicles, a 2,640-square-foot
<br /> diesel canopy for trucks, and a 1,085-square-foot truck scale. The terminal building includes a
<br /> convenience store (2,485 sq. ft.), a fast food area (3,513 sq, ft.), truck service/maintenance bays
<br /> (8,022 sq. ft.), shower/laundry facilities (855 sq. ft.), and telecommunications/entertainment areas
<br /> (1,200 sq. ft.). .The truck stop will provide.24-hour parking for trucks.
<br /> (1) The sign plan includes a 31-foot-high, 253-square-foot monument sign to be located at the
<br /> northwest corner of the project site, an 8-foot-high, 85-square-foot monument gas price sign to
<br /> be located at the north entrance, and several other directional, identification, and accent signs.
<br /> c. BUSINESS LICENSE: The applicant shall secure an approved Business License prior to the
<br /> initiation of the use. The Business License may be applied for concurrently with the building permit
<br /> application. (Section 7-1000 of the County Ordinance Code)
<br /> d. PROPERTY LINES: The property lines for this project shall be established by Merger, Lot Line
<br /> Adjustment, and /or Minor Subdivision. The recorded document(s) required to effect the lot lines shall
<br /> be recorded prior to issuance of the Building Permits.
<br /> e. PARKING: Off-street parking shall be provided and comply with the following:
<br /> (1) All parking spaces, driveways, and maneuvering areas shall be surfaced and permanently
<br /> maintained with base material of appropriate depth and asphalt concrete, chip seal, or Portland
<br /> cement concrete to provide a durable, dust free surface. Bumper guards shall be provided
