Analysis <br /> Sign Modification <br /> Development Title Section 9-1710.40) states that the requirements of the [sign] section may be modified <br /> by the Review Authority in cases in which, due to the unusual nature of the development proposal, the <br /> requirements set forth herein may be considered insufficient or excessive. In order to modify the sign <br /> requirements of the Development Title, the Community Development Department must find that the <br /> following are true: <br /> • The proposed signs are consistent with the size of the facility and related structures, the location <br /> of the public access to the development, and other signage in the vicinity; and, <br /> • The height, size, and number of the proposed signs are the minimum required to identify and <br /> direct the public to the activities, services, and products available on the site. <br /> The Community Development Department has determined that these findings can be made as contained <br /> in the staff report. In addition, the proposed sign modifications are consistent with the existing Special <br /> Purpose Plan (PP-94-2) for signs in Flag City. <br /> Development Title Requirements <br /> Truck stops may be conditionally permitted in the C-FS zone with an approved Use Permit. The project as <br /> conditioned complies with all Development Title regulations, including access, parking, services, and <br /> landscaping. No land use conflicts have been identified. <br /> Traffic <br /> In a letter dated September 24, 2002, Caltrans requested a traffic study and asked for additional project <br /> information. The Department of Public Works reviewed and approved a traffic study for this project and <br /> referred the study to Caltrans. The mitigation measures identified by that study are included in the Public <br /> Works conditions of approval. Caltrans had no comments on the traffic study.
