r
i
San Joaquin County October 22, 2002
PA-02-244 (UP) Page 2
In addition, the demolition of any existing buildings in the project area would require
compliance with the National Emission Standards for Hazardous Air Pollutants
(NESHAPS). Specifically, the primary air pollutant of concern is asbestos. To ascertain
whether this project is subject to NESHAPS, the project applicant is advised to review
{ the enclosed Asbestos - Compliance Assistance Bulletin, dated December 1994. Leaf
Sexton is the Northern Region's District contact for the program and is available should
you need further assistance.
In an effort to reduce emission to the maximum amount feasible the District suggest
that the following mitigation measures be incorporated into the project where
appropriate. The following items are not all-inclusive and the District encourages new
innovative ideas:
Limit traffic speeds on unpaved roads to 15 mph; and
Install wheel washers for all exiting trucks, or wash off all truck and equipment
leaving the site;
t • Install wind breaks at windward sides of construction areas;
Suspend excavation and grading activity when winds exceed 20 mph; and
Limit area subject to excavation, grading, and other construction activity at any
one time
4 Ensure all internal combustion engines driven equipment is properly tuned to the
manufacturer's specifications.
{
t
t
E
