Any <br /> equipment subject to the District's Permit to Operate requirements must obtain an <br /> Authority to Construct (ATC) from the District. Construction of equipment that requires <br /> an ATC or construction of any intimately related appurtenances, such as foundations <br /> and utility hookups for the equipment, cannot begin until an ATC is obtained. This <br /> process can take up to 180 days. Construction of equipment not requiring a district <br /> permit is not subject to this ATC requirement. <br /> If this project has been covered in a previous EIR that has addressed air quality issues <br /> please provide that information so that the District can make appropriate comments. <br /> Thank you for the opportunity to comment.
