San Joaquin County October 22, 2002
PA-02-244 (UP) Page 4
Careful design of exits onto adjoining streets and/or parking lots to reduce the
time required to re-enter traffic from the project site.
A double menu system that will allow drive through customers to formulate their
order in advance and therefore reduce idling time when placing orders.
Finally, this project will be subject to the permitting requirements of the District. Any
equipment subject to the District's Permit to Operate requirements must obtain an
Authority to Construct (ATC) from the District. Construction of equipment that requires
an ATC or construction of any intimately related appurtenances, such as foundations
and utility hookups for the equipment, cannot begin until an ATC is obtained. This
process can take up to 180 days. Construction of equipment not requiring a district
permit is not subject to this ATC requirement.
If this project has been covered in a previous EIR that has addressed air quality issues
please provide that information so that the District can make appropriate comments.
Thank you for the opportunity to comment. If you have any questions, please feel free to
contact me at (209) 557-6400.
Sincerely
A -
Jo n Cadrett
Environmental Planner APCDREF#4dev2002
Northern Region
II
