OCk' 14-2002 06:35 FROM: T0:209 q68 93eQ
October 14, 2002
San Joaquin County
Community Development Department
Development Services Division
1810 East Hazelton
Stockton, CA 95205
Re, Application No. PA-02-244. Proposed Truck Stop
Attention: Mr- Chandler Martin
Dear Mr. Martin,
In reference to the above application regarding the above Use Permit Application for a
Truck stop adjacent to my property- There are several concenls 1 this application to be
approved and could have big impact on my business of ARCO as well as the rest of my
property. 1 would like to summarize these issues as follows:
]. As you know Flag City had their final map approved and recorded. As part of
the map and as required by their traffic study, Banner Street is to connect to
Starr Street with HWY 12. The new proposal is to eliminate part of Bonner
Street and the access to the rest of their property to HVN 12 from Starr Street.
This would result in forcing the traffic 1 om their property to go to Flag City
Blvd and HWY 12.
1 understated that there is a traffic study underway at this time and would like
to request it include how the new traffic circulation will affect the rest of Flag
City property especially since the Balmer street extension to Flag City Blvd is
not yet constructed. T would like also to request that the traffic study address
the issue of whether Flag City Blvd is adequate to handle the traffic stacking
without without blocking the entrances of my business considering the present
application 1 have with the County.
2. Since the Traffic study is still underway T would like to request that it
addresses the issue of Traffic on HWY I2 and Flag City Blvd. specifically the
traffic (Trucks and RV's) on west bound of Hwy 12 canti»g from Lodi and
making lett turn on Flag City Blvd. 1 am witicipat.1ug that the traffic would
block the entrance to my business at ARCO. Flag City Blvd is only two lanes
and not desiDied to handle all of the traffic from the development of my
property as well as Flag City property after eliminating part of Banner street
as proposed by Flag City Developers.
if this perniit is approved is it going to retfuire widening Flag City Blvd,
extending Banner Street extension to Flag City Blvd, and the Improvement of
Hwy 12 including traffic signal at Hwy 12 &Flag City Blvd?
3, f also understand that the county originally Fired Omni Means to do the traffic
study. Omni Means.advised the County that the proposed Truck Stop would
