According to the Soil and <br /> Groundwater Investigation Report at Lyoth Loading Station (SAIC, 2005), <br /> petroleum-affected soil remains in the vicinity of the former 55,000-barrel AST <br /> (adjacent to the north of the Site), including crude oil (TPHc) at concentrations up <br /> to 20,250 mg/kg and polycyclic aromatic hydrocarbons (PAHs) up to 14,000 <br /> mg/kg beneath the footprint of the former AST. However, no detectable crude oil <br /> was found in the boring closest to the Site in 1995; the sample was collected at a <br /> depth of 12 feet. Because crude oil is not particularly mobile in soil, it is <br /> considered possible but unlikely that the Site could be impacted by the remaining <br /> contamination at the former Lyoth Loading Station at some point in the future. <br /> • Chevron, Lyoth--Offsite, 26501 S. Banta Rd. The contaminants of concern in this <br /> GeoTracker case are crude oil and gasoline, soil, soil vapor, and groundwater <br /> have reportedly been affected. The case was closed in 2009. "The Site is <br /> located ... on approximately 3 acres. The parcel is triangular in shape. It was <br /> historically the Site of the Old Valley Pipeline (OVP) from the 1900s to the early <br /> 1960s. The OVP carried crude oil and bunker C locomotive fuel from Bakersfield <br /> to Richmond. Currently it is in use as a towing yard. A series of investigations <br /> starting in December of 1990 have delineated the impacts to soil and <br /> groundwater. Quarterly ground water monitoring has been ongoing since April of <br /> 1997. In July of 2002 the monitoring frequency decreased from quarterly to semi <br /> annually. All samples have indicated very low levels of petroleum hydrocarbons. <br /> No Further Action Required letter approved by the Executive Officer was issued <br /> to Chevron on 19 November 2009." <br /> • Chevron, Lyoth—Banta Road, 26501 S. Banta Rd. The contaminants of concern <br /> in this GeoTracker case are "other solvent or non-petroleum hydrocarbon" and <br /> crude oil; soil has reportedly been affected. The case was closed in 2011. "The <br /> Site is located ... on approximately 2 acres. Historically the Site has been the <br /> location of the Old Valley Pipeline (OVP)... In December of 2003, the South San <br /> Joaquin Irrigation District installed 30 inch diameter water main along the east <br /> side of Banta Road. During the installation petroleum hydrocarbon impacted soil <br /> was encountered from approximately 11 to 19 feet below grade surface. A <br /> workplan to delineate the extent of the impact was competed in April of 2006. <br /> The investigation indicated the presence of crude oil. Additional investigations <br /> were completed for groundwater and indicated that it has not reached the depth <br /> of the groundwater. Chevron's consultant (SAIC) completed a risk assessment <br /> documentation for no further action. On 6 January 2011, RB staff issued a NFAR <br /> determination and the case was closed." <br /> • Union Pacific Railroad, S. Banta Rd. The location of this GeoTracker case is <br /> unclear. A leak of "petroleum/fuels/oils" was reported in 1965; as of 2009, the <br /> case has a status of "open--inactive." No further information was provided by <br /> GeoTracker. The Union Pacific Railroad tracks lie approximately 250 feet <br /> northeast of the Site; as a result, this case has a low potential to impact the Site. <br /> LOGE 1303 Page 6 <br />
