• Olin Chlor Alkali, 26700 S. Banta Rd. This GeoTracker case is open with a <br /> status of "verification monitoring" as of 2010. The contaminants of concern are <br /> chlorinated hydrocarbons and volatile organic compounds; groundwater has <br /> been affected. "The site is currently a bleach manufacturing facility. Sodium <br /> hypochlorite (liquid bleach) is produced from chlorine and caustic. The site <br /> previously had a sulfuric acid repackaging line and a truck maintenance shop. <br /> Between 1948 and 1957, the site was used for alfalfa dehydration. Between <br /> 1957 and 1970, it was used for used tire sorting and storage. The site has been <br /> used to manufacture and package bleach since 1975, and previously had 6 <br /> ponds. Four were wastewater ponds for manufacturing process liquid <br /> (Stormwater Pond, Small Wastewater Pond and Ponds 1 and 2) and two were <br /> water storage for fire suppression (Fire Ponds 1 and 2). The Small Wastewater <br /> Pond was 4 feet wide, 4 feet long, 3 feet deep, and lined. It reportedly used to <br /> collect runoff from the wash rack where empty chlorine containers were cleaned. <br /> In 1994 sediment was collected from the pond and disposed off site, and the <br /> pond was closed by backfilling it with native soil. Pond 1 and Pond 2, <br /> constructed in 1977, were located along the northeastern boundary of the site. <br /> They were approximately 60 feet wide, 100 feet long, 4 feet deep, and lined with <br /> a PVC liner. Ponds 1 and 2 were used to store process wastewater; occasionally <br /> they were used to store cleanup spills within the process area of the plant. In <br /> October 1998, pond sediment and the liners were removed and disposed off site. <br /> Approximately 570 tons of material were removed. Beginning on August 9, 1999, <br /> soil beneath the former liners for Ponds 1 and 2 was excavated and remaining <br /> soil tested for soluble sodium and soluble chloride. Approximately 3,200 cubic <br /> yards of soil were excavated and disposed off site. Fire Ponds 1 and 2, and the <br /> stormwater pond were also closed." The most recent monitoring report (Stantec, <br /> 2012) indicates that, during the first quarter of 2012, the main contaminants of <br /> concern, carbon tetrachloride and chloroform, were not detected in the <br /> monitoring wells closest to the subject Site. The groundwater gradient is to the <br /> northeast, away from the subject Site, according to this report, and depth to <br /> groundwater is approximately 10 feet bgs. For previous 2011 sampling events <br /> reported in the 2011 Annual Report (Stantec, 2012), detections of sodium, <br /> chloride, iron, and total dissolved solids (TDS) exceeded the Water Quality <br /> Goals in the monitoring well closest to the subject Site. <br /> • Chevron, Lyoth Loading Station, Tracy, 26501 S. Banta Rd. Groundwater and <br /> soil were impacted in this GeoTracker case, the case was closed in 2009. "The <br /> Site is located ... on approximately 6 acres. The Site was historically part of the <br /> former Old Valley Pipeline (OVP)... Two former 35,000 barrel above ground <br /> storage tanks (ASTs), one former 55,000 barrel AST and associated AST pumps <br /> have been removed from the Site. Site investigations were performed between <br /> 1990 and 2007, during which time a total of 43 soil borings were advanced and a <br /> total of seven groundwater monitoring wells were installed. The extent of the <br /> affected soil and groundwater was defined during the course of these <br /> investigations. A Human Heath Risk Assessment (HHRA) was completed in <br /> LOGE 1303 Page 5 <br />
