The proposal to redesignate the <br /> project site to RNL is consistent with the General Plan location criteria. The project site <br /> is located in the unincorporated area within the urban community of Tracy, and is located <br /> on the fringe of an urban area (the project site is located less than one mile from the city <br /> limit of Tracy). <br /> General Plan Infrastructure Service Requirements <br /> The proposal to redesignate the site from R/R to RNL must be consistent with the <br /> General Plan Infrastructure Service Policies relative to the requirements regarding public <br /> services. The General Plan contains specific infrastructure requirements for wastewater <br /> treatment, water supply and storm water drainage. Specifically, the RNL General Plan <br /> designation requires that the site has wastewater treatment, a public water supply and <br /> storm water drainage. <br /> Wastewater Treatment <br /> The proposal to change the Zone to R-VL requires that the project. site be served by a <br /> public wastewater treatment system (Growth Accommodation Implementation 4.(b) <br /> Volume I, pp. IV-11) Additionally, Development Title Section 9-1105.3[a] requires that <br /> subdivisions creating parcels less than two acres connect to a public wastewater <br /> system. <br /> f According to the San Joaquin County Department of Public Works the County Service <br /> Area 44 (CSA 44)wastewater treatment plant will need to be expanded to accommodate <br /> the site. The expansion may take place at the time of approval of the Major Subdivision <br /> improvement plans, or other Waste Water Treatment Plant facilities shall be constructed <br /> as necessary. This project appears to be consistent with the policies of the General <br /> Plan. <br /> Water Supply <br /> The Department of Public Works has indicated that the proposed site is adjacent to the <br /> boundaries of CSA 44 and will need to annex into the CSA for water supply.
