Analysis
Neighborhood Opposition
Although Site Approval applications are typically processed and acted upon bi staff, this application has
been forwarded to the Planning Commission as a result of neighborhood opposition and a request by
County Supervisor Dario Marenco. Eight letters in opposition have been received that raise the following
I issues: project will encourage more crime, particularly drug deals; project will lead to higher levels of
traffic in an area with existing congestion; project will encourage speeding and reckless driving on
surrounding streets; and there are already enough gas stations in this general area.
In response to the issues raised regarding traffic, County Public Works, the City of Stockton, and Caltrans
have reviewed the proposal and have not requested that a traffic study be prepared. Additionally, the
project has been designed consistent with the planned Benjamin Halt Drive/1-5 interchange improvements,
as well as the requirements of both the County and the City of Stockton Public Works Departments. As
a point of reference, the frontage along Benjamin Holt Drive is within the City of Stockton. The City has
also noted that a traffic light is planned for the Benjamin Holt Drive/Grigsby Place intersection
Veutenant Mike Esau of the Sheriffs:Department stated in a telephone conversation that there is an
existing history of calls for service at the existing convenience store. However, there is no evidence to
conclude that adding gasoline.pumps will make this problem worse.
C
San Joaquin County SA-96-85/Southland Corporation
Community Development page 5
