PA-0400173 OF RIVER OF LIFE CELEBRATION CENTER (C/O JOHN McMICHAEL) (APN: 005-080-26) (ADDRESS: 2990 E. BILL RD.) i The applicant has submitted the above referenced Use Permit application to establish the River of Life Celebration Center. The proposed project will consist of a 17,000 square foot multi purpose building. The building will be used for religious assembly for up to 300 people and a church office. (Use Type Religious Assembly-Community) The project site is located on the southeast corner of Bill Road and State Route 99, south of Galt. The Community Development Department has reviewed the proposed project and identified the following issues: Traffic Study The Department of Public Works is requiring that a traffic study be performed. The traffic study will need to be completed before the initial study can be completed. The time required to prepare the Traffic Study will delay the date the project can be heard before the Planning Commission. Acoustical Study Development Title Table 9-1025.9 lists the Religious Assembly use type as being a noise sensitive land use. The noise level for outdoor activity areas is 65 dB Ldn and the interior spaces noise level is 45 db Ldn. The project site is located adjacent to State Route 99 north of Liberty Road. The projected CNEL contour distances for San Joaquin County indicate that the 65 db contour is 704 feet from the side of State Route 99. The Site Plan for the proposed church indicates that the building will be located 100 feet from the property line. The building will be located with the 75db contour. An acoustical study,will be required for the proposed project. 1
