The review period begins <br /> 1' April 6, 2007 and ends on May 21, 2007. San Joaquin County has prepared a Draft Environmental Impact Report <br /> (DEIR)to consider.the potential environmental effects of the proposed Vernalis West and East Project. The ptoposed <br /> project requires the following actions:Certification of the Draft Environmental Impact Report;Approval of a conditional <br /> use permit(CUP)for mining of Vernalis West&East by the San Joaquin County Planning Commission,approval of a <br /> reclamation plan for Vernalis West& East by the San Joaquin County Planning Commission, approval of financial <br /> assurances for Vernalis West& East by the San Joaquin County Community Development Department, approval of <br /> improvement plans for Vernalis West&East by the San Joaquin County Community Development Department;approval <br /> of an encroachment permit for the conveyor undercrossing of Bird Road by the San Joaquin County Public Works <br /> Department, and approval of Waste Discharge Requirements by the Central Valley Regional Water Quality Control <br /> Board for the increased discharge of washwater at Vernalis Central to settling/recycling ponds and for the discharge of <br /> thickened washwater for reclamation of the Phase A mining area. <br /> The proposed project includes a phased Quarry Excavation application for a Quarry Excavation Permit to mine and <br /> reclaim approximately 790 acres of Portland cement concrete(PCC)quality aggregate reserves on the approximately <br /> 1,071-acre project site. Located immediately west and southeast of the existing Vernalis Central site. The proposed <br /> mining sites,also known as Petz,Elissagaray,Thoming,Fornaciari,Raspo South,Raspo Lease,Cose,and Weisenberger <br /> (mining accessory uses only), based on their prior ownership,are referred to collectively as Vernalis West and East, <br /> which reflects their location relative to Teichert's existing Vernalis facility. In addition, 26 acres of the project site <br /> (Weisenberger property)located immediately east of the California Aqueduct and west of Interstate 5(1-5)are proposed <br /> to provide additional space for operational and manufacturing support functions(e.g., stockpiles,precast, equipment <br /> storage). Individual properties within Vernalis West and East are referenced both by their prior ownership and phase <br /> designation(A, B, C, and D). Project components include mining,conveyance to the processing facilities, accessory <br /> support uses;third party transport of products to the market and reclamation.Mining would occur in four phases'and take <br /> approximately 40 years to complete. Maximum mining depths for each phase range from 110.feet to 225 feet below <br /> current grade. Materials mined at Vernalis West and East would be transported via electric conveyor to Teichert's <br /> existing Vernalis facility for processing and sale. The estimatedyield of Vernalis West and East is approximately 142 <br /> million tons of processed aggregate. This would increase the existing plant output from approximately four million tons <br /> per year to six million tons per year. The reclamation plan would return approximately 345 acres of the mine extraction <br /> area to the original dry grazing use at the existing grade with remaining 445 acres reclaimed below grade. <br /> The Draft EIR determined that the proposed project would be expected to result in a significant and unavoidable impact <br /> to cumulative air quality, cumulative LOS at eastbound SR 132 east of the Bird Road interchange,cumulative LOS at <br /> weaving operations on SR 132 between I-51Bird Road Interchange,cumulative LOS at the westbound on-ramp from Bird <br /> Road,and cumulative LOS at the eastbound off-ramp to Bird Road. <br /> The proposed project site is not present on any of the lists of sites enumerated under Section 65962.5 of the Government <br /> Code including, but not limited to lists of hazardous waste facilities, land designated as hazardous waste property, <br /> hazardous waste disposal sites,and others. <br /> Copies of the DEIR are available far review at the Community Development Department.Reviewers should focus on the <br /> adequacy of the DEIR in discussing possible impacts upon the environment,ways in which adverse effects might be <br /> minimized,and alternatives to the proposed project.
