The information provided was generally <br /> responsive to our request; however, the following comments regarding the water balance must be <br /> addressed before we can consider the RWD complete. <br /> I. Except for process wastewater flows, the water balance does not indicate the data values used <br /> or the sources of the data. The water balance must be supported by the following data and <br /> references to the sources of the data: <br /> a) Average annual precipitation and monthly distribution; <br /> b) 100-year total annual precipitation and monthly distribution; <br /> € c) Total runoff catchment area; <br /> d) Average annual pond evaporation rate and monthly distribution; <br /> e) Evaporation surface area; <br /> f) Base elevaiion_oT�each�pond; � � _ y _ _ _ <br /> g) Depth at two feet of freeboard for each pond (initial conditions); and <br /> h) Long-term sustainable percolation rates (if used). <br /> 2. The spreadsheet must clearly show how the input data were used to arrive at the tabulated <br /> water balance, including calculations and unit conversions. <br /> 3. The water balance indicates that the pond water surface will rise 15 feet during the 100-year <br /> return event, but whether this condition would create freeboard problems is unclear. Without <br /> further justification, it appears that the revised Waste Discharge Requirements (WDRs) <br /> ishould require that there be at least 17 feet of freeboard prior to the onset of any rainy season <br /> ' California Environmental Protection Agency <br /> 0a Recycled Paper <br /> The energy challenge facing California is real.
