In general, the process wastewater system was well <br /> maintained; however, a violation of Waste Discharge Requirements (WDRs) Order No.. 94-296 was <br /> observed. A site inspection photograph log is enclosed with this letter. <br /> The following observations of the wastewater system were noted during the inspection. <br /> • The surge pond possessed acceptable freeboard. No odors were associated with this pond. A <br /> small amount of algae floating on the water surface was observed. Teichert Aggregates is <br /> required to remove floating algae to prevent breeding of mosquitoes. Maintenance of the pond is . <br /> required in WDR Discharge Specification 4C which states, "Ponds shall be managed to prevent <br /> the breeding of mosquitoes.. In particular, dead algae, vegetation and debris shall not <br /> accumulate on the water surface. " <br /> • Teichert has not yet begun recycling glass or rubber products which is allowed in the WDRs. <br /> • The stormwater pond possessed acceptable freeboard. No odors were associated with this pond. <br /> A violation was observed during the site inspection: <br /> ` • The freeboard in the active wash water settling pond (also known as discharge pond) was <br /> approximately eight inches at the eastern berm. Discharge Specification No. B.3 requires, "A 2.0 <br /> freeboard shall be maintained in all ponds at all times. " <br /> The discharger is directed to immediately increase the pond freeboard in compliance with the WDRs. <br /> By 24 October 2000 Teichert shall submit a report describing how the violation was corrected and how <br /> the wastewater storage and recycling will be performed in the future to prevent recurrences of the <br /> violation. <br /> California Environmental Protection A enc <br /> Q7 Recycled Paper <br />
