RA <br /> F1The following discretionary land use permit is required for this project: <br /> • Quarry Excavation Permit. <br /> San Joaquin County would also review/approve ministerial entitlements including the final <br /> map, grading permit, and Hazardous Materials Management Plan <br /> fiPROJECT APPROACH <br /> PMC's approach to preparing the DeSiiva Gates EIR would be based upon the following: <br /> ` i <br /> • Provision of Environmental Documents Meeting all Regulatory Requirements One <br /> of PMC's greatest strengths is our ability to prepare environmental documents for <br /> j FJ complex projects. PMC and our project team bring a comprehensive level of <br /> understanding of the legal requirements and components of CEQA documentation. <br /> In working with the County, local, State and Federal agencies, as well as the <br /> community, we will pursue a work plan leading to the preparation of the requisite <br /> environmental documents meeting all regulatory requirements, including specific <br /> issues associated with operation and reclamation of the quarry. <br /> # Use of Technical Expert Sub-Consultants. As described in the Scope of Work, the <br /> I project requires technical studies in the areas of traffic, noise, hydrology, and <br /> biology. PMC has teamed with recognized leaders in their respective fields. Our <br /> sub-consultants have previous experience in San Joaquin County and with aggregate <br /> mining projects. PMC will work closely with each sub-consultant and will <br /> i coordinate between the technical.disciplines to ensure the entire team has the <br /> benefit of the full complement of expert analysis. The technical studies will form <br /> lk #. the basis of the environmental analysis in the EIR. <br /> • Determination of Project Mitigation Measures and Monitoring Program. The EIR <br /> prepared for the DeSilva Gates project will be successful only to the extent.it can <br /> identify project impacts and appropriate mitigation measures to reduce those <br /> impacts to less than significant levels. The establishment of impact thresholds will <br /> be a critical component of the environmental analyses, leading to the identification <br /> of.appropriate mitigation and development of a mitigation-monitoring program that <br /> will clearly define the timing and implementation of mitigation measures. <br /> • Use of PMC Staff Resources with Experience in the Region. PMC proposes to <br /> provide technical staff that have assisted in the preparation of environmental <br />' documents for projects in San Joaquin County. <br />} <br /> ri <br /> . <br /> • Provide Optimum Use of PMC Team Resources. As a means of maintaining <br /> compliance with the Scope of Work, project schedule and operating budget, the <br /> ! k Project Manager will ensure the work of all team members remains focused and on <br /> task. By using qualified technical sub-consultants that have significant experience <br /> analyzing aggregate extraction and processing operations and a long and successful <br /> partnership with PMC, we will avoid the need for extraneous work and reduce the <br /> f potential for significant redrafting of documents. <br /> • Continuous Coordination with the County and Agencies The project will require a <br /> significant effort in the area of communication, and may necessitate working closely <br /> with local, State and Federal agencies.
