I �r SC J.PE ► ' FThe following Scope of Work outlines the six tasks the Project Team will accomplish for the DeSilva Gates EIR. Technical analyses to be carried out during preparation of the EIR and each subconsultant's work program are outlined under Task 2 in the description of the FU relevant section of the EIR (e.g., groundwater analysis to be performed by Ludhorff and Scalmanini is described under 4.1 Groundwater and Water Quality.) Fi TASK 1 PROJECT INITIATION i This initial kickoff meeting will be held with San Joaquin County and the applicant prior to starting work on the HR. A key component of the kick-off meeting is to describe the full i extent of the project, both construction and operational issues, to ensure that the EIR analyzes the breadth of the project. Other topics of the meeting include: identify sources of additional information, identify the scope and treatment of environmental issues, discuss potential mitigation measures for foreseeable impacts, identify the range of alternatives, receive County documents (i.e., General Plan, Zoning Code, EIR, for nearby quarry F'� operations, and, if applicable, the County EIR Template and thresholds for determining significant impacts), and the project schedule.. TASK 2 PREPARATION OF THE ADMINISTRATIVE DRAFT EIR The EIR will address the potential environmental issues associated with development of the DeSilva Gates Quarry Project. The major sections and topic areas to be addressed within the Administrative Draft EIR are proposed as follows: F. 1.0 INTRODUCTION F1, Section 1.0 of the EIR would provide an introduction and overview describing the intended use of the EIR and the review and certification process. F: 2.0 EXECUTIVE SUMMARY (INCLUDING MATRIX Of PROJECT IMPACTS AND MITIGATION MEASURES) F This section will summarize the characteristics of the proposed project and will provide a concise summary matrix of the project's environmental impacts and associated mitigation measures as required under CEQA Guidelines Section 15123. t ' 3.0 PROJECT DESCRIPTION The Project Description will be consistent with the requirements of CEQA Guidelines �. Section 15124 and will consist of a detailed description of the project site, components of the proposed project (construction, operation and reclamation activities), graphics illustrating F3the proposed project and a description of anticipated actions associated with the project ` (e.g., County approvals, RWQCB approvals and OMR approvals). 4.0 ENVIRONMENTAL SETTING, IMPACTS, AND MITIGATION MEASURES ' 4.1 GROUNDWATER AND WATER QUALITY PMC has retained Luhdorff and Scalmanini, Consulting Engineers (LSCE) to prepare the a. ; groundwater assessment for the EIR. PMC will incorporate LSCE', report into the groundwater and water quality section of the EIR.
