I <br /> �r <br /> SC J.PE ► ' <br /> FThe following Scope of Work outlines the six tasks the Project Team will accomplish for the <br /> DeSilva Gates EIR. Technical analyses to be carried out during preparation of the EIR and <br /> each subconsultant's work program are outlined under Task 2 in the description of the <br /> FU relevant section of the EIR (e.g., groundwater analysis to be performed by Ludhorff and <br /> Scalmanini is described under 4.1 Groundwater and Water Quality.) <br /> Fi TASK 1 PROJECT INITIATION <br /> i This initial kickoff meeting will be held with San Joaquin County and the applicant prior to <br /> starting work on the HR. A key component of the kick-off meeting is to describe the full <br /> i extent of the project, both construction and operational issues, to ensure that the EIR <br /> analyzes the breadth of the project. Other topics of the meeting include: identify sources of <br /> additional information, identify the scope and treatment of environmental issues, discuss <br /> potential mitigation measures for foreseeable impacts, identify the range of alternatives, <br /> receive County documents (i.e., General Plan, Zoning Code, EIR, for nearby quarry <br /> F'� <br /> operations, and, if applicable, the County EIR Template and thresholds for determining <br /> significant impacts), and the project schedule.. <br /> TASK 2 PREPARATION OF THE ADMINISTRATIVE DRAFT EIR <br /> The EIR will address the potential environmental issues associated with development of the <br /> DeSilva Gates Quarry Project. The major sections and topic areas to be addressed within the <br /> Administrative Draft EIR are proposed as follows: <br /> F. <br /> 1.0 INTRODUCTION <br /> F1, Section 1.0 of the EIR would provide an introduction and overview describing the intended <br /> use of the EIR and the review and certification process. <br /> F: 2.0 EXECUTIVE SUMMARY (INCLUDING MATRIX Of PROJECT IMPACTS AND <br /> MITIGATION MEASURES) <br /> F This section will summarize the characteristics of the proposed project and will provide a <br /> concise summary matrix of the project's environmental impacts and associated mitigation <br /> measures as required under CEQA Guidelines Section 15123. <br /> t <br /> ' 3.0 PROJECT DESCRIPTION <br /> The Project Description will be consistent with the requirements of CEQA Guidelines <br /> �. Section 15124 and will consist of a detailed description of the project site, components of <br /> the proposed project (construction, operation and reclamation activities), graphics illustrating <br /> F3the proposed project and a description of anticipated actions associated with the project <br /> ` (e.g., County approvals, RWQCB approvals and OMR approvals). <br /> 4.0 ENVIRONMENTAL SETTING, IMPACTS, AND MITIGATION MEASURES <br /> ' 4.1 GROUNDWATER AND WATER QUALITY <br /> PMC has retained Luhdorff and Scalmanini, Consulting Engineers (LSCE) to prepare the <br /> a. ; groundwater assessment for the EIR. PMC will incorporate LSCE', report into the <br /> groundwater and water quality section of the EIR. Project operations are anticipated to <br /> Fill, require 1.5 million gallons per day (gpd) of recycled water and consume 380,000 gpd of <br /> Son_Joaquin Coun Community Development Department _ <br /> r. 4 �.. <br /> �z <br />
