The project's consistency with applicable regulations and policies, such as <br /> State RWQCB requirements, County Environmental Health regulations and General <br /> Plan policies will be discussed. <br /> f <� Impact Analysis <br /> • Potential environmental impacts associated groundwater resources under dry pit <br /> ' k and wet pit mining operations will be identified. The analyses will include the use <br /> ofanalytical modeling techniques to assess potential groundwater impacts in the <br /> vicinity of the project and the development of mitigation measures, as needed. This <br /> section will also discuss potential surface water quality impacts that would result <br /> from construction and operation of the project. <br /> Mitigation Measures <br /> Mitigation measures will be developed for potentially significant impacts. To deal <br /> with anticipated groundwater impacts, LSCS will develop a monitoring program that <br /> will result in the data necessary to assess groundwater conditions. The monitoring <br /> program will identify a monitoring network to compare conditions before the <br /> project is implemented to conditions during the project and during post-project <br /> reclamation activities. Mitigation measures .will identify necessary actions if <br /> groundwater conditions significantly change due to project activities. Mitigation for <br /> surface water impacts will identify Best Management Practices and other measures <br /> to reduce potentially significant impacts. <br /> { <br /> 4.2 AGRICULTURAL RESOURCES <br /> The proposed project site is classified as Prime Farmland and is planted with almond <br /> orchards. The project proposes to remove the Prime Farmland topsoil, then reclaim the <br /> majority of the site back to agricultural uses. The northern portion of the site may be <br /> reclaimed to an agricultural storage pond if the aggregate mining occurs as a "dry pit <br /> operation." Specific tasks to be completed for the land use analysis in the EIR include the <br /> following: <br /> P41 Existing Setting <br /> Describe the agricultural resources of the region and the area surrounding the <br /> project in terms of existing development patterns and land uses. Discuss <br /> agricultural practices presently occurring on the project site and surrounding area. <br /> Identify Department of Conservation farmland classifications for the site and <br /> surrounding area. <br /> Regulatory Framework tl <br /> I. Review applicable State Office of Mines and Reclamation agricultural reclamation <br /> requirements, State Department of Conservation policies and regulations, General <br /> Plan policies, and other appropriate plans and guidelines, including the project's <br /> 1 current status (not under a Williamson Act contract).
