Identify Best Available Control Technology (BACT)
for various aspects of the project.
E
• Develop mitigation measures and monitoring strategies for excavation and
processing activities, including dust control measures to be enforced for on-site
activities. Evaluate the effectiveness of these measures in reducing impacts. i
• If significant impacts are forecast, develop mitigation measures to reduce these
impacts.
• Identify feasible means of further mitigating project emissions of pollutants.
Measures to be considered would include modifications to equipment or vehicles,
F and site housekeeping/maintenance procedures. i.
4.6 BIOLOGICAL RESOURCES
The project applicant has prepared a Biological Assessment (Wetlands Research Associated,
May 2003.) Qualified PMC staff will conduct a peer review of the applicant's biological
study and prepare a detailed memo detailing any deficiencies of the study. If deficiencies in
F,i the report are found, PMC will provide the County with a cost estimate for conducting
additional biological assessment for the project site. The County may also direct the
applicant to have their study revised to rectify any deficiencies. PMC staff will use the
t +k supplemental information to prepare the biological resources section of the EIR. The
following tasks will be performed:
Review of Existing Materials !
Review site-specific biological reports to become familiar with the biological resources and
the potential impacts of the project. It is assumed that all necessary surveys have been
j completed and all information in the reports is true, accurate, and complete. PMC will
conduct due diligence and review published and unpublished reports that may affect the
project and conduct searches of the California Natural Diversity Data Base and California
Native Plant Society's database to determine if- the special-status species have been
accurately identified. PMC will also conduct a reconnaissance field survey of the project
area to verify the results in the Biological Resources Evaluation. Local representative from
F1 the California Department of Fish & Came will be interviewed to identify any concerns they
believe should be addressed in the EIR.
Existing Setting E
k
• Describe biological resources, based on the Biological Assessment prepared by
Wetlands Research Associates, any pertinent literature, and supplemented with
h observations from PMC's field review. The description of the biological resources "
will include: 1) maps of habitat types, 2) discussions of the habitats and common
:species associated with those habitats, 3) species-specific descriptions of special-
San loa uin Counl Community Deyelo meat De arlment
Fil
12
