Identify Best Available Control Technology (BACT) <br /> for various aspects of the project. <br /> E <br /> • Develop mitigation measures and monitoring strategies for excavation and <br /> processing activities, including dust control measures to be enforced for on-site <br /> activities. Evaluate the effectiveness of these measures in reducing impacts. i <br /> • If significant impacts are forecast, develop mitigation measures to reduce these <br /> impacts. <br /> • Identify feasible means of further mitigating project emissions of pollutants. <br /> Measures to be considered would include modifications to equipment or vehicles, <br /> F and site housekeeping/maintenance procedures. i. <br /> 4.6 BIOLOGICAL RESOURCES <br /> The project applicant has prepared a Biological Assessment (Wetlands Research Associated, <br /> May 2003.) Qualified PMC staff will conduct a peer review of the applicant's biological <br /> study and prepare a detailed memo detailing any deficiencies of the study. If deficiencies in <br /> F,i the report are found, PMC will provide the County with a cost estimate for conducting <br /> additional biological assessment for the project site. The County may also direct the <br /> applicant to have their study revised to rectify any deficiencies. PMC staff will use the <br /> t +k supplemental information to prepare the biological resources section of the EIR. The <br /> following tasks will be performed: <br /> Review of Existing Materials ! <br /> Review site-specific biological reports to become familiar with the biological resources and <br /> the potential impacts of the project. It is assumed that all necessary surveys have been <br /> j completed and all information in the reports is true, accurate, and complete. PMC will <br /> conduct due diligence and review published and unpublished reports that may affect the <br /> project and conduct searches of the California Natural Diversity Data Base and California <br /> Native Plant Society's database to determine if- the special-status species have been <br /> accurately identified. PMC will also conduct a reconnaissance field survey of the project <br /> area to verify the results in the Biological Resources Evaluation. Local representative from <br /> F1 the California Department of Fish & Came will be interviewed to identify any concerns they <br /> believe should be addressed in the EIR. <br /> Existing Setting E <br /> k <br /> • Describe biological resources, based on the Biological Assessment prepared by <br /> Wetlands Research Associates, any pertinent literature, and supplemented with <br /> h observations from PMC's field review.
