SCD E(ff00O
Pstatus species (names, legal status, distribution, habitat.requirements, and presence
on the project site), and 3) acres and distribution of wetlands.
S Regulatory Framework
• Discuss applicable federal, state, and local laws and policies related to biological
F, resources. The Federal and State Endangered Species Act, Clean Water Act,
Migratory Bird Regulations, San Joaquin Multi-Species Habitat Conservation Plan
(SJMSHCP), and pertinent General Plan policies will be discussed and the project's
compliance with these regulations and policies will be identified.
Impact Analysis
I
• Direct and indirect impacts will be determined as significant or less-than-significant
F'
based on thresholds established by San Joaquin County or those described in I
existing federal and state regulations and policies. It is assumed that all impacts on
biological resources are based on surveys.
Mitigation Measures
M
F Mitigation measures will be identified for any potentially-significant biological
impacts. The mitigation measures will take into account two scenarios: 1)
participation in the SJMSHCP, or 2) mitigation for specific direct and indirect
ri
impacts in compliance with federal, state, and local requirements.
Assumptions: Additional field surveys and wetlands delineations will not be necessary for
the FIR. After reviewing the biological evaluations prepared for the project, the FIR
biological resources team will perform verification reviews of the results of the deI surveys.
Additional detailed field surveys or wetlands assessments are not included in this scope of
work.
4.7 HISTORIC AND CULTURAL RESOURCES
The NOP for the project identifies no cultural or historical resource impacts. The Native
' American Heritage Commission commented on the NOP and indicated that the Information
Center should be contacted for a record search, a report be prepared if an archaeological '
inventory survey is required, the Native American Heritage Commission should be I
f contacted for a sacred lands file check and a list of Native American contacts for
consultation, and a mitigation plan be prepared in the event subsurface resources are
located. PMC's cultural resource specialist, John Nadolski, will prepare the Cultural
Resources chapter in the EIR based on the results of a records search with the North Central
Fi Information Center, a sacred lands file check, and consultation with appropriate Native
American contacts. The following tasks will be performed to facilitate preparation of
the EIR:
I
• Describe the existing historical and cultural resources setting of the project area.
FIdentify applicable local and State policies, programs and standards associated with
the identification and protection of cultural and historical resources. i
• Identify any potentially significant impacts. ;
Fil
San Joa uin Coun Communi Deveio ment De artment
AIM
• f 13 y
