The Federal and State Endangered Species Act, Clean Water Act, <br /> Migratory Bird Regulations, San Joaquin Multi-Species Habitat Conservation Plan <br /> (SJMSHCP), and pertinent General Plan policies will be discussed and the project's <br /> compliance with these regulations and policies will be identified. <br /> Impact Analysis <br /> I <br /> • Direct and indirect impacts will be determined as significant or less-than-significant <br /> F' <br /> based on thresholds established by San Joaquin County or those described in I <br /> existing federal and state regulations and policies. It is assumed that all impacts on <br /> biological resources are based on surveys. <br /> Mitigation Measures <br /> M <br /> F Mitigation measures will be identified for any potentially-significant biological <br /> impacts. The mitigation measures will take into account two scenarios: 1) <br /> participation in the SJMSHCP, or 2) mitigation for specific direct and indirect <br /> ri <br /> impacts in compliance with federal, state, and local requirements. <br /> Assumptions: Additional field surveys and wetlands delineations will not be necessary for <br /> the FIR. After reviewing the biological evaluations prepared for the project, the FIR <br /> biological resources team will perform verification reviews of the results of the deI surveys. <br /> Additional detailed field surveys or wetlands assessments are not included in this scope of <br /> work. <br /> 4.7 HISTORIC AND CULTURAL RESOURCES <br /> The NOP for the project identifies no cultural or historical resource impacts. The Native <br /> ' American Heritage Commission commented on the NOP and indicated that the Information <br /> Center should be contacted for a record search, a report be prepared if an archaeological ' <br /> inventory survey is required, the Native American Heritage Commission should be I <br /> f contacted for a sacred lands file check and a list of Native American contacts for <br /> consultation, and a mitigation plan be prepared in the event subsurface resources are <br /> located. PMC's cultural resource specialist, John Nadolski, will prepare the Cultural <br /> Resources chapter in the EIR based on the results of a records search with the North Central <br /> Fi Information Center, a sacred lands file check, and consultation with appropriate Native <br /> American contacts.
