0.
SCO .E o •
FJ' work does:not propose a.Phase 1 Environmental Site Assessment or database search for I
hazardous materials facilities,,spills, or other incidents in the project area.. .
i
I Existing Setting
• Describe the existing setting as related to avigation hazards and potential hazardous
materials that may be used on the project site.
Regulatory Framework
• Discuss federal, state, and local environmental framework. Applicable
Environmental Protection Agency, Department of Toxic Substances Control, Federal
Aviation Administration, Tracy Municipal Airport Land Use Plan (TMALUP) and San
,. Joaquin County regulations and policies relating to hazards and hazardous materials i
I
will be discussed. . I
Impact Analysis
•
Discuss whether project elements (e.g., building heights, use of reflective materials,
or nighttime fighting) would result in airspace safety impacts. Land use restrictions
Fj including FAR 77 airspace or TMALUP safety zones pertaining to the project site
will be evaluated. i
i
Mitigation Measures
• Identify mitigation measures for any potentially significant airspace hazard impacts.
5.0 CUMULATIVE IMPACT SUMMARY
PMC will assess the impacts of the project in combination with other known, approved or
reasonably foreseeable development activity in the region. This analysis will be based on a i
list of known projects in the region as well as development forecasts contained in the San
Joaquin County General Plan, consistent with the CEQA Guidelines. This analysis will also
include conditions .outside the region that may indirectly impact the area. A clear
cumulative setting will be described in the EIR. The cumulative analysis will address each
topic covered in the environmental analysis (e.g., water supply, traffic, biological resources)
and will identify appropriate mitigation measures for any significant impacts identified.
6.0 ,ALTERNATIVES TO THE PROPOSED PROJECT
PMC will coordinate with County staff in the development of up to three reasonable
altemathies to the proposed project. Potential alternatives may include restriction to the
type of mining operations if one type of operation has significant impacts that would be
avoided by either solely wet or dry pit operations, redesign of the excavation pattern to
avoid and/or minimize environmental impacts, and an alternative location. A No Project
Alternative will be included. These alternatives will -be described qualitatively, and
contrasted with the proposed project in terms of the extent that the alternatives can achieve
! ! project objectives or reduce adverse impacts. It is assumed that the applicant will supply
their objectives for.the project and that the County will also supply any objectives for the
project that are desired. The alternatives analysis will be presented in a separate chapter of
the EIR.
i
I
San loa uln Counj Community Development Department `
t_j 15
