SGQ E o o • <br /> • Prepare mitigation measures for any potentially significant impacts and include <br /> mitigation requiring an inadvertent discovery plan in the event any resources are <br /> found on the project site during construction or operation of the project. <br /> t I <br /> Assumptions: PMC's scope of work and budget anticipates that a survey will not be <br /> required to determine whether cultural resources are present. <br /> f 4.8 VISUAL RESOURCESAIGHT AND GLARE <br /> The proposed mining pits and aggregate processing facilities would result in changes to the <br /> Fi local topography and would alter existing views of the project site. The reclamation plan for <br /> the project proposes a berm along Vernalis Road (Highway 132). PMC proposes to include <br /> a visual resources section in the EIR to analyze potentially significant visual impacts <br /> associated with the project. PMC will perform the following tasks: i <br /> Existing Setting 4� <br /> • Conduct a visual survey of the project area, and generally describe the area's <br /> existing visual character including existing visual relationship of the project site with <br /> adjacent land uses. Identify current nighttime lighting conditions of the project <br /> area. <br /> Provide setting photographs that illustrate the existing character of the project site <br /> and its relationship to its surroundings. These photographs would be taken along <br /> key observation points. <br /> i <br /> Regulatory Framework <br /> . + <br /> • County of Nevada visual resource policies and standards will be described. <br /> FJ Impact Analysis <br /> • Describe anticipated changes in the landscape characteristics of the project area and <br /> evaluate whether the impacts to existing views would be significant. Describe any <br /> impacts to scenic resources on the site or scenic roadways in the area. <br /> Mitigation Measures <br /> • Identify mitigation measures for any significant visual resource impacts identified. <br /> x <br /> 4.9 HAZARDS AND HAZARDOUS MATERIALS <br /> While the NOP identified no potentially significant impacts to hazards and hazardous <br /> materials, the Airport Manager of Tracy Municipal Airport submitted a comment letter <br /> identifying that there may be restrictions on the project site related to the Airport Land Use <br /> Plan. The San Joaquin County Office of Emergency Services also submitted a letter <br /> f indicating a Hazardous Materials Management Plan would need to be submitted for any <br /> I hazardous materials used on the project site at threshold reporting quantifies. PMC proposes <br /> to include a hazards and hazardous materials section to address potential hazards associated <br /> { with airport operations and use of potentially hazardous materials on the project site. Since <br /> no other,potential hazards were identified through the NOP process�;PMC is not proposing <br /> 'to-analy:�e..existing.hazards and.hazardous conditions in the project area., This scope of <br /> San Joa uin Coun Community Development Department <br /> Y 14 <br />
