QUALIFICATIONS <br /> F, <br /> SIMILAR PROJECT EXPERIENCE <br /> PLUMAS COUNTY—EIR FOR SIERRA PACIFIC INDUSTRIES PERMIT TO <br /> i =t MINE/RECLAMATION PLAN <br /> The project involved continued extraction and processing of aggregate from an existing 37- <br /> acre open gravel pit located adjacent to the Middle Fork of the Feather River, a designated <br /> } Wild and Scenic River. PMC, in collaboration with County staff and the applicant's engineer, <br /> helped refine the project design to significantly reduce the overall impact of the project prior <br /> to initiating preparation of the EIR. The revised project calls for extraction of .63 million <br /> cubic yards of material by the year 2017 by lowering the existing pit an additional 24 feet <br /> which will create an open water pond. Approximately 10 acres of the site would be <br /> reclaimed within the first three years following approval of the application and no additional ' <br /> F extraction would occur in this area. Key issues addressed in the document included the <br /> I <br /> potential for capture of the Middle Fork of the Feather River, hydrologic and water quality <br /> consequences of the project evaluation of the effectiveness of the Reclamation Plan in <br /> F enhancing on-site habitat values and identification of operational impacts (i.e. noise, air <br /> quality and traffic) on surrounding sensitive uses. <br /> F,' CITY OF YREKA—SHASTA VALLEY ASPHALT AND AGGREGATE PROJECT EIR. I <br /> PMC prepared the EIR for an asphalt (hot mix) batch plant for the City. The plant would <br /> occupy 10 acres of a 65-acre site, and provide aggregate and asphalt materials throughout <br /> the Yreka area. The project review included consideration of land use compatibility, truck <br /> haul routes, noise, air pollutants and involved coordination with numerous state and local <br /> agencies. <br /> FNEVADA COUNTY—IDAHO-MARYLAND MINE EIR <br /> This dewatering and exploration project, located within the historic Grass Valley Mining <br /> F District, evaluated the potential' effects of dewatering exploration and rehabilitation of the <br /> main shaft of the Idaho-Maryland Mine. The mine ceased operation and naturally refilled <br /> Fjwith groundwater in 1956. The project proposes to pump 2,500 acre-feet of mine water into <br /> the local watershed in order to evaluate the condition of the main shaft and mine workings, <br /> and to assess the feasibility of re-starting mining operations in the future. The EIR resulted in <br /> a sophisticated groundwater impact and risk assessment model, which was utilized by <br /> Nevada 'County to determine potential hydrogeologic impacts, and mitigation nexus to <br /> residential wells located above .the mine workings. The EIR was certified in December <br /> 1995. <br /> Fil' <br /> SHASTA"COUNTY—EASTSIDE AGGREGATES PROJECT EIR <br /> PMC is currently being retained by Shasta County to prepare an Environmental Impact <br /> Report for a project northeast of Burney. The project proposes a quarry operation, a <br /> ' crushing and screening operation, an asphalt plant, a concrete batch plant, an outdoor sales <br /> area and a truck repair shop for vehicles operated by the project applicant. The project <br /> includes the submission of a reclamation plan for the quarry site after quarry operations <br /> t cease.
