As a project manager Mr. Martin was <br /> involved in ten Housing Element updates for cities and counties in California. In addition, Mr. Martin has <br /> completed Housing Condition and Income surveys, Housing Needs Assessments, wrote CDBG PITA and <br /> General Allocation grants, and wrote over 35 Affordable Housing Feasibility studies throughout the United <br /> States. Mr. Martin has also authored Rehabilitation Program Guidelines. Current responsibilities include <br /> Environmental Impact Reports and housing element updates for various cities in California. <br /> Relevant Project Experience <br /> 1 <br /> I <br /> 1 <br /> ■ City of Carson, Housing Element Update. Project Manager for the Housing Element update. Major <br /> issues for the Housing Element of Carson included condominium upkeep, mobile home conversion <br /> to market rate units (the City has rent control for the mobile home communities), the lack of available <br /> vacant land for housing production and the City reaching build-out. The Housing Element process <br /> has involved substantial public outreach, which identified a series of issues of concern to the public, <br /> and numerous public hearings to review land use alternatives. <br /> ■ City of Cerritos, Housing Element Update. Project Manager for the Housing Element update. This <br /> was the.first housing element the City had that was certified by the State for compliance with <br /> F" Housing Element law. Major issues for the Housing Element of Cerritos included providing <br /> affordable housing for low and very-low income households, the City's NIMBYism towards this type <br /> of housing in the City, providing zoning for facilities for the homeless and persons in transition, the <br /> lack of available vacant land for housing production and the City reaching build-out. <br /> City of Placentia, Housing Element Update. Project Manager for the Housing Element update. <br /> Surrounded on all sides by other cities, the major issue in Placentia was the lack of available vacant <br /> land. Numerous programs were designed to address this issue such as re-zoning of commercial and <br /> industrial land, mixed use development, under-utilized land identification and re-zoning, and' <br /> upgrading current vacant residential land to a higher,density. <br /> F Yolo County, Housing Element Update. Project Manager for the Housing Element update. <br /> Agricultural counties, such as Yolo County, have much different issues than cities in the development <br /> R J of a Housing Element. The lack of public services and infrastructure, the desire to preserve <br /> R J agricultural land and, develop housing the development of farmworker housing, and the lack of <br /> available affordable housing funding were all concerns of the County's that were addressed in the <br /> Housing Element Programs. <br /> l <br /> ■ City of Willits, Housing Element Update. Associate Planner for the Housing Element update. The <br /> City of Willits has major environmental and infrastructure constraints in the remaining vacant <br /> residential land, which limit the development of housing.
