As <br /> with many small cities, funding for affordable housing, adequate sites for residential development <br /> and infrastructure development are areas of concern with the City. Programs were developed to <br /> address these concerns such as; second unit development, in-fill housing, removal of legal non- <br /> conforming residential CUP requirements, and financing sources for infrastructure development. <br /> City of Arcata, Housing.Element Update. Associate Planner for the Housing Element update. The <br /> City of Arcata was concerned with providing services and housing for homeless population, <br /> providing new housing affordable to lower income households, maintaining the character of the <br /> City, student housing, interaction with Humboldt State University,'and environmental constraints to <br /> housing.
