The improvements of the Interstate 5/Bird Road Interchange and Road Specific Plan is proposed to be <br /> constructed in two phases. These phases are illustrated in Figures 2 and 3 and are described as follows: <br /> • Phase 1 -This phase, as shown in the attached figure, will include the construction of the <br /> overc <br /> zosstng, the northbound I-5 on-tamp, the southbound I-5'off--ramp, and the Bird Road <br /> extension from the interchange to the southeast to Gaffery Road. It will also include the <br /> realignment of Gaffery Road to intersect with the new county road extension. <br /> • Phase 2 - This phase will complete the construction of the new Bird Road extension <br /> northwesterly to connect with the existing Bird Road. The realignment of Bird Road and <br /> the necessary rehabilitations will be included in this phase. The interchange will be <br /> completed with the addition of the southbound I-5 on- and off-ramps and the eastbound to <br /> northbound I-5 loop on-ramp. <br /> In addition to establishing the specific roadway alignments and right of way requirements for the Bird Road <br /> extension and interchange with Interstate 5, another key component of this Specific Plan process is the <br /> establishment of a financing plan that would pay for the phased construction of the required improvements. <br /> Shown on Figure 4 is a preliminary boundary indicating, based on traffic access, the potential area of <br /> benefit of these proposed improvements. Through this Speck Plan process, a formal financing plan will <br /> be created and adopted by the county Board of Supervisors.
