TABLE 3.
Table of Increments to Noise Levels for Traffic
on State Route 132 due to
Potential Brown Sand Plant No. 4 Customer Traffic
Traffic Level +0.5 dB +1.0 dB +1.5 dB +2.0 dB
From Current Levels 282 611 965 1364
E
At Teichert Start-up 385 837 1320 1868
f k " At Teichert Level I 397 863 1361 1925
At Teichert Level H 445 967 1525 2158
Assumptions:
1. The traffic levels in the above table reflect potential additional traffic flow from Brown Sand Plant
No. 4 that will proceed 85% of the time towards I-5 and 15% of the time towards I-580. Existing
numbers of traffic on Rte. 132 is currently about 14,000 trips per day of which about 2000 are
trucks. (See Traffic Volumes on California Highways and San Joaquin County estimate in
Environmental Analysis for Teichert Aggregates prepared by Brown-Buntin Associates)
2. The numbers reflect additional trips(rather than additional loads of sand).
3. The levels of noise from any of the possible increases .fall into the range of "not audibly
dectecable". In fact, level changes of less than 2 dB would be only marginally measurable. Most
4 -- agencies allow for a 1.5 dB margin of error in calculations and measurements. The one obvious
change that would be apparent to either the neighbors along the road or the travelers on the road is
a significant increase in the numbers of trucks.
4. The noise calculations in the report allow for traffic in the penalty period. The assumption of the
amount of traffic in the penalty period is assumed to be at least 10% of the total traffic. Since the
k incremental increases calculated for Brown Sand effects started with traffic in the penalty period, the
f calculated numbers can be considered to be automatically adjusted.
5. The study considered that total truck traffic would overcome the noise generated by other
vehicular traffic vehicular traffic on Rte. 132. Increases in total noise due to Truck traffic are more
than 8 dB. Total of car and truck noise would be virtually the same as the truck noise alone.
6. All noise calculations were made for that portion of State Route 132 from Bird Road to I-5. The
effects of traffic from the two plants on other roads are insignificant on any of the other nearby roads.
7
