1. <br /> By using the SEL values of these trucks and applying them to the planned operations of the sand <br /> plant, a distance from the roadway center can be calculated for the CNEL contours created by them. <br /> At this time,based on traffic from Brown Sand Plant No.4, the 65 CNEL is on the roadway and the <br /> 55 CNEL is 12 feet off the roadway to the east and 24 feet to the west of the roadway. At the edge <br /> of the road right of way (average both sides) the CNEL at this time is 61.5 dbA. <br /> The planned operating hours of the Sand Plant Number 4 will not cause the propagation of noise in <br /> excess of the standardsromul ated in Table 9-1025.9 of the San Joaquin Count General Plan. The <br /> p g � Y <br /> noise generated from the operation calculated at the property edge does not exceed published <br /> standards for the type of area involved. See Figure 2, page 5. <br /> In the event the operating hours of the plant are increased to "full-time" (around the clock) <br /> operations, the noise impact areas will increase to that shown on Figure 3, page 6. <br /> The 60 CNEL is not shown on either Figure 2 or Figure 3 since on the first it will lie completely <br /> f within the 60 CNEL for Interstate 5 and on the second, it will lie either on the property or within the <br /> boundaries of the 60 CNEL on the opposite side of Interstates 5 and 580 from the plant. <br /> f <br /> E . <br /> s <br />
