T <br /> SIGNIFICANT IMPACT 9-1: "The only roadway capacity with peak hour traffic <br /> volumes exceeding available roadway capacity is State Route 132. State Route 132 is <br /> currently operating at LOS "D" during the AM peak hour and LOS "E" during the PM <br /> peak hour. The LOS remains at this level for all Existing and Existing plus Project <br /> conditions. Mitigation Measure 9-1 accurately <br /> states that the need for a continuous four-lane section of highway between I-5 and State <br /> Route 132 is not project related, but exists independently of this project. This project will <br /> contribute only a small share of additional traffic to State Route 132. Therefore, the <br /> Board of Supervisors finds and declares that the payment by the applicant of the County's <br /> Traffic Impact Mitigation Fee, as required by Public Works Condition of Approval 2(e), <br /> with the submission by the applicant of annual production records, is sufficient to <br /> mitigate Impact 9-1 to a less than significant level, and no additional mitigation is <br /> rLquired. <br /> i1 <br /> SIGNIFICANT IMPACT 9-2: Under all existing and existing plus project <br /> conditions all movements except southbound Ieft turns operate at LOS "C" or better. The <br /> southbound left turns from Bird Road operate at LOS "D"during the heavy PM <br /> eastbound traffic. A level of service of"D" is acceptable to Caltrans and;the County. <br /> FINDING: Changes or alterations have been required in or incorporated into the <br /> project that avoid or substantially lessen the significant environmental effects as <br /> identified in the Final EIR. <br />
