STATEMENT OF FACT: .The Board finds and declares that Mitigation Measure <br /> 9-2 accurately sets forth the level of impact at Bird Road and State Route 132 as a result <br /> of the traffic improvements completed at that intersection by Teichert Aggregates. The <br /> Board has been provided with and has reviewed the Project Study Report prepared by <br /> Sierra Engineering in 1994, and approved b Caltrans. The Board notes that Teichert <br /> PP Y <br /> Aggregates has successfully completed the improvements to the intersection of State <br /> Route 132 and Bird Road as set forth in the Project Study Report, and concurs with the <br /> EIR that these improvements mitigate Impact 9-2 as set forth above,to levels of <br /> insignificance. The Board also concurs with the conclusion of the PSR/PR that the <br /> intersection of Bird Road and State Route 132 operates at acceptable levels of service for <br /> the foreseeable future given the improvements made at that intersection by Teichert <br /> Aggregates. The Board further notes that the cumulative traffic impacts of each of the <br /> quarry.excavation.projects (Granite Construction, Teichert Aggregates, DSS Engineering <br /> Contractors,RMS Lonestar, and Brown Sand, Inc.) are greatly overstated,based on the <br /> written and oral testimony of the applicant and the information submitted to the Board <br /> from the California Department of Mines and Geology. As such,the Board finds and <br /> declares, and concurs with the conclusion of the Final EIR, that the aforementioned <br /> improvements by Teichert Aggregates to the intersection of State Route 132 and Bird <br /> Road are sufficient to mitigate Impact 9-2 to a less than significant level. <br /> SIGNIFICANT IMPACT 9-3 The only roadway with peak hour traffic volumes <br /> exceeding available roadway capacities is State Route 132. This route was over capacity <br /> under existing traffic volumes. It is anticipated that prior to the 20 year, future traffic <br /> conditions, that the highway will be constructed to four traffic lanes with left and right <br /> turn and acceleration lanes. With these improvements the LOS in the PM peak hour will <br /> be "B" in the eastbound direction and "A" in the westbound direction. The LOS remains <br /> at this level for all Future and Future plus Project conditions. <br /> FINDING: Changes or alterations have been required in or incorporated into the <br /> project that avoid or substantially lessen the significant environmental effects as <br /> identified in the Final EIR. i <br /> STATEMENT OF FACT: The Board finds and declares that Impact 9-3, above, is <br /> overstated significantly, due to the fact that the traffic analysis relied upon in the Final <br /> EIR projected more than 5,500 trips, a number which far exceeds the estimated and <br /> foreseeable regional market for sand and gravel throughout the life of the project. In <br /> making this determination, the Board has relied upon the projections of future gravel <br /> extraction provided by the State Division of Mines and Geology, and has noted the <br /> remarkable accuracy of those projections over the preceding 30 year period. <br /> i <br /> In addition, the Board concurs with the Final EIR, and Mitigation Measure 9-31 . . <br /> which concludes that the mitigation requirements for this project should be the same as <br /> for"Existing Traffic/Project Traffic", and should be directly related to the number of trip <br /> ends to be generated by the project. 'The Final EIR also correctly states that this project <br /> will contribute only a small share of additional traffic to State Route 132. Therefore, the <br /> Board of Supervisors finds and declares that the payment by the applicant of the County's <br /> a <br />
